Prime Minister Golovchenko calls on to industrialize Belarus
<p> MINSK, Feb 2 - PrimePress. Prime Minister of Belarus Roman Golovchenko advocates industrialization of the country. He told reporters about this on February 2, 2021, speaking about the upcoming All-Belarusian People’s Assembly, the government’s press office reports. </p> <p> </p> <p> “Our goal is, in fact, to industrialize the country, which includes not only industry, but also the service sector. To this end, we need to increase investment in fixed assets. For the first time we tried to draw up a national infrastructure plan that covers 800 facilities to be upgraded and built in the next five years,” said Golovchenko. </p> <p> </p> <p> As previously reported, investment in fixed capital in Belarus decreased by 6.8% year on year in 2020 to 28.716 billion Belarusian rubles ($11 billion at the rate of the National Bank of Belarus). The spending on machinery, equipment and vehicles in 2020 decreased by 16.4% to Br10.436 billion ($4 billion), investment in construction and installation works grew by 1.4% to Br15.319 billion ($5.85 billion). </p> <p> </p> <p> According to Golovchenko, the government should be not only a social partner but also a business partner, so the government invites proposals of private businesses. </p> <p> </p> <p> He also said that a part of Belarusian society seeks a redistributing of economic powers and authority between the center and the regions, first of all, from the point of view of a more independent disposal of budget revenues, decentralization of decision-making on the use of budget funds, industrialization, and creation of jobs in the regions. </p> <p> </p> <p> As previously reported, the 6th All-Belarusian People’s Assembly will be held on February 11-12, 2021. The delegates will consider the main provisions of the program for social and economic development of Belarus in 2021-2025. </p> <p> </p> <p> The All-Belarusian People’s Assembly is a regular event held once in five years. Attending the event are representatives of the authorities, enterprises a, scientists and artists from all regions of the country. The delegates usually praise the authorities for successes of the previous five years, and determine the main areas and targets of national development for the next five years. The first Assembly was held in 1996. Lukashenko’s first constitutional reform was approved, and his powers expanded greatly. Assemblies are usually held shortly before presidential elections, except 2020. In December 2020, Lukashenko proposed making the All-Belarusian People’s Assembly a constitutional body, electing its delegates for five years, and making the parliament leadership, ministers, and heads of local administrations accountable to them.
