Mozyr Refinery postpones overhaul till June

MINSK, May 7 - PrimePress. . Mozyr Oil Refinery (Gomel Oblast) is postponing its overhaul, which was earlier scheduled to start on 15 May 2021, to June. This is due to problems with Russian oil supplies to the second Belarusian refinery, Naftan (Novopolotsk, Vitebsk Oblast), in view of U.S. sanctions. This was reported by enkorr portal, which cites a source in Belarus’ oil circles.

“There are questions about providing Naftan with sufficient workload because of the sanctions. The issue seems to be solved, but they decided to hedge, so as not to get a shortage of fuel,” said the source.

At the same time, the official could not answer what workload Naftan is expected to get in May. If Naftan is not loaded and Mozyr oil refinery starts turnaround maintenance, there may be problems with fuel supplies to the domestic market.

As previously reported, the U.S. Department of the Treasury will resume on 3 June 2021 the effect of economic sanctions on nine Belarusian companies - Belneftekhim Concern and its U.S. representative office, as well as Belneftekhim-controlled Belshina, Grodno Azot, Grodno Khimvolokno, Lakokraska, Naftan, Polotsk-Steklovolokno, and Belarusian Oil Trading House.

Transneft, the Russian operator of oil trunk pipelines, announced on May 4 that it plans to deliver 608,000 tonnes of oil in May 2021 to Belarusian oil refineries (Naftan, Novopolotsk, Vitebsk Oblast, and Mozyr Oil Refinery, Gomel Oblast), which is 2.2 times less than in April 2021. Reuters reported Apr 27 citing relevant sources that Russian oil companies Rosneft and Surgutneftegaz may halt supplies to the Naftan refinery (Novopolotsk, Vitebsk Oblast) for fear of falling under secondary U.S. sanctions.

Mozyr Oil Refinery is one of Belarus’ two oil refineries.
