Lukashenko suggests making All-Belarusian People’s Assembly constitutional body
<p> MINSK, Dec 8 - PrimePress. President of Belarus Alexander Lukashenko suggests making the All-Belarusian People’s Assembly a constitutional body of Belarus. He spoke about this on December 8, 2020, the presidential press office reports. </p> <p> </p> <p> “I think, I don’t know whether you will support it or not, the All-Belarusian People’s Assembly should be made a constitutional body, an institution that would control the main directions of our development,” said Lukashenko. </p> <p> </p> <p> He said the agenda of the Assembly’s next session will be formed after the Christmas holidays, and the session will be held in late January or early February 2021. </p> <p> </p> <p> “We shall approve the five-year plan to map out our socioeconomic development. The economy will be in the focus. The people need an orientation for the next five-year period. Policies are the second point. This is what you wanted, a new Constitution, etc.,” said the president. </p> <p> </p> <p> He suggested electing delegates to the All-Belarusian People’s Assembly for a five-year term. They are supposed work on a voluntary basis, yet their role and the status will be significantly elevated. Parliament leaders, ministers and governors will report to them. </p> <p> </p> <p> “If we delegate presidential powers, there should be someone to delegate to. Those powers are not suitable for the government or parliament, so who will be in charge? We need an institution that would answer the purpose. We have the All-Belarusian People’s Assembly, and we need to delegate some functions. Scattering of presidential powers that will be entrusted to the parliament, the government, ministers and governors, would mess things up, as it happened in the mid-1990s. Therefore, we need a body that would stabilize everything instantly. It will act on behalf of the people. This is would not be a duplication of functions of the House representatives, who will still be elected. I want you to make decisions.
