Lukashenko orders business plan for Motovelo plant

MINSK, Feb 16 - PrimePress. President of Belarus Alexander Lukashenko ordered to draw up a business plan for the Minsk-based Motovelo Plant with a five-year payback period. He spoke about this on February 16, 2021 at a meeting on development of the motorcycle and bicycle industry, the presidential press office reports.

“I want to see a comprehensive and well-developed business plan which takes the interests of consumers into account. There should be high-quality and competitive products. You would not sell bad products because the global competition is heavy. The proposal to build an enterprise in the center of Minsk financed from the national budget does not hold up to criticism. It is of essence to make a solid, economically viable and efficient model for manufacture development with a guaranteed payoff period of about 5 years. Then we can talk about financing,” said Lukashenko.

According to the president, Belarus preserved the production of bicycles and motorcycles of Aist and Minsk brands; over a hundred new models of bicycles and dozens of models of motorcycles have been produced. “But, unfortunately, the financial and economic performance could be much better. The share of Belarusian bicycles on the domestic market has been decreasing from year to year. They only account for about 20% today,” the president said

Speaking about the company’s export, he said that that was not surprising, since the production linchpin–the company’s own design bureau–had been lost. “It does not take much intelligence to organize some kind of assembly. But this is rather a dead-end road. The problems of the enterprise, especially the financial and economic ones, cannot be resolved through assembly alone, and neither can be the debt problem. The mechanisms that our plant applies today are temporary. It’s impossible to work that way in the long run,” he said.

“One should not expect that we will sell this enterprise, or even shut it down, or only produce, say, wheel spokes for bicycles, while an investor takes all the competence to Italy, Russia or China,” said Lukashenko.

He demanded to work out proposals “on the possibilities to extinguish debts.” “I regard the idea to tear the company into pieces and then distribute them between banks (Belgazprombank, Alfa-Bank and others) as treasonable. This would mean the destruction of the enterprise,” said Lukashenko.

He said that the Motovelo production facilities occupy a “sweet spot” in the center of Minsk, and the company does not really need quite a bit of it. “Therefore, the city and the government should think about how to use this site for the benefit of the state and the people. Do not propose building houses there. As we have agreed at the meeting, there is no need for so much housing in Minsk, because we would pull the entire country into Minsk otherwise,” said Lukashenko.
