Lukashenko extends decree on support to economy amid COVID-19 pandemic

President of Belarus Alexander Lukashenko has extended the period of measures taken to support industries and organizations affected by the coronavirus pandemic, as per presidential decree No.512 of December 31, 2020 posted on the National Legal Internet Portal on January 7, 2021. </p> <p> </p> <p> Decree No.512 amends decree No.143 ‘On Support for the Economy’ of April 24, 2020. It extends the fiscal relief for payments to local budgets and land rents, the moratorium on increases in the base rent value, and permission to sell over-the-counter medicines online,” the presidential press office says. </p> <p> </p> <p> Installment rent payments on deferrals granted in the second and third quarters of 2020 are postponed to the first half of 2021, and new deferrals are granted for installment payments in the first half of 2021 are postponed until the end of 2021. </p> <p> </p> <p> Film screening is added to the list of businesses exposed to the pandemic impacts the most. Organizations are given the right not to conduct inventory surveys subject to agreement with the property owners. </p> <p> </p> <p> Employers may grant medical leaves to employees for self-imposed isolation purposes as part of public health strategy, declare indefinite business stoppage, include the time of unpaid leave provided by legislation at the initiative of the employer in the work year, and to release the employee from work due to health condition without pay for up to three calendar days in total during the decree validity period. </p> <p> </p> <p> As previously reported, decree No.143 approved the list of economic activities affected by the pandemic the most. Business entities engaged in the listed businesses are provided with tax deferral and tax payment installment plans. The period for the refund from the budget of the difference between the amount of tax deductions and the total amount of the value added tax was reduced. Self-employed persons may switch to other tax regimes and recalculate the single tax in case of business suspension. The decree introduced rent free periods and a moratorium on increases in the base rent value and rent payments. Local administrative and executive bodies may reduce property taxes. Legal entities and individual entrepreneurs (property owners) are recommended to provide tenants with a deferral of rent payments and reduce its size based on aggregate revenues. The ministers of health and trade and the chairman of the State Committee for Standardization may suspend stores and catering facilities for up to 90 days in case of detected violations. </p> <p> </p> <p> Prime Minister of Belarus Roman Golovchenko said in December 2020 that decree No.143 would be extended for six months. He estimated state support under this decree at Br65 million ($25.34 million at the rate of National Bank of Belarus) mainly by means of tax remissions. The total amount of state support for the Belarusian economy amid the coronavirus pandemic in 2020 amounted to about Br2 billion ($779.6 million). First Deputy Prime Minister Nikolai Snopkov said in December 2020 that Belarusian entrepreneurs were granted benefits and preferences under decree No.143 in the amount of Br34 million ($13.25 million).
