Lukashenko approves amendments to agreement with EBRD on consultancy services for M-10 motorway reconstruction
<p> MINSK, Mar 30 - PrimePress. Belarusian president Alexander Lukashenko has approved an amendment agreement No. 1 to the agreement between the government of Belarus and the European Bank for Reconstruction and Development (EBRD) on the participation of a client in financing consultancy services for the preparation of an infrastructure project in connection with the reconstruction of the M10 motorway section “Russian border (Selishche) - Gomel - Kobrin, 109.9 km - 195.15 km” signed in London on 10 May 2016 and signed in Minsk on 3 July 2020. This decision is enshrined in presidential ordinance #118 of March 26, 2021, published on the National Legal Internet Portal on March 30. </p> <p> </p> <p> "Pay the European Bank for Reconstruction and Development the third part of the transaction fee as compensation for the costs of selecting, attracting consultants and monitoring the provision of advisory services under the terms of agreements referred to in paragraph 1 of this ordinance, amounting to 56,666.67 euros in 2021 fr om the national budget funds provided for the Ministry of Transport and Communications for financing other issues related to international activities," reads the text of the ordinance. </p> <p> </p> <p> As previously reported, the reconstruction of a section of the M10 motorway under the PPP pilot project was planned to start in the third quarter of 2021. An international tender for the selection of a private partner for the M10 motorway section reconstruction project is being held with the support and assistance of the EBRD. They have received eight bids, including bids by a consortium of banks consisting of the Eurasian Development Bank, Russia’s Gazprombank, Belarus’ Belgazprombank and construction partners, such as Turkey’s Ictas and China’s Poly Changda Engineering. </p> <p> </p> <p> The M10 motorway runs from Kobrin through Gomel to the Russian border. The motorway is an international transport corridor connecting the European Union and Russia. The motorway bypasses Minsk with its heavy traffic and thus cuts the travel distance between the EU and China. </p> <p> </p> <p> The project provides for increasing the number of traffic lanes from two to four and increasing the load per axle from 10 tonnes to 11.5 tonnes. Speed lim it for cars will be raised from 90kmph to 120kmph, for trucks – from 70kmph to 100kmph. End </p> <p> </p>
