Lower chamber approves Belarus’ draft budget plan for 2021 with a Br4.047bn deficit

Deputies of the House of Representatives of the National Assembly of Belarus approved in the second reading the bill on the national budget for 2021 with a deficit of Br4.047 billion ($1.619 billion at the exchange rate of the National Bank of Belarus), according to a report by the press service of the House of Representatives. </p> <p> </p> <p> In 2020, the budget deficit is expected to be Br2.6 billion ($1.040 billion, $1 = Br2.5109). Thus, the budget deficit in 2021 will increase by 56% against the expected level in 2020. </p> <p> </p> <p> The budget deficit will be financed from internal and external sources. Particularly, external sources will cover Br1.689 billion ($675.6 million) by attracting loans from foreign countries and creditors and placing government securities. Domestic sources of financing are mainly the balances of the budget surplus from previous years. </p> <p> </p> <p> Republican budget revenues in 2021 are planned in the amount of Br23.304 billion ($9.322 billion), while expenditures in the amount of Br27.351 billion ($10.940 billion). Planned budget revenues for 2021 are by 6.7% higher than the expected performance in 2020, while expenditures - by 5.2% higher than the expected performance in 2020. </p> <p> </p> <p> Tax revenues are expected to account for the largest share in the structure of revenues - Br19.567 billion ($7.823 billion). Value added tax will amount to Br10.399 billion ($4.160 billion), profit tax - Br0.983 billion ($393 million). Tax revenues from foreign trade are expected to amount to Br4.033 billion ($1.613 billion). </p> <p> </p> <p> As for budget expenditures, the largest amounts will be spent on the general state activity - Br13.366 billion ($5.346 billion), national economy - Br3.722 billion ($1.49 billion), judiciary, law enforcement and security - Br2.773 billion ($1.109 billion). </p> <p> </p> <p> National defence spending will amount to Br1.463 billion ($585 million), healthcare - Br1.668 billion ($667 million), on welfare - Br2.063 billion ($825 million), on education - Br1.291 billion ($516 million). </p> <p> </p> <p> Belarus will spend Br3.064 billion ($1.226 billion) on servicing the state debt, including external debt - Br2.548 billion ($1.019 billion).
