Kazakhstan’s govt approves draft agreement with Belarus on duty-free oil and oil product supplies

The government of Kazakhstan approved (resolution of November 10, 2020) a draft intergovernmental agreement with Belarus on trade and economic cooperation in the field of supplies of oil and oil products. The draft has been posted on the official information portal for public discussion, which will last until November 24, 2020. </p> <p> </p> <p> On October 25, 2019, Belneftekhim and the Energy Ministry of Kazakhstan coordinated an intergovernmental agreement on supplies of crude oil and oil products to Belarus. It is expected to be signed once the parties have completed the required domestic procedures. </p> <p> </p> <p> The agreement did not specify the volumes (preliminary, up to 3.5 million tonnes per year), the price or logistics terms. This would be a matter of talks with oil producing companies of Kazakhstan. The agreement specifically stipulates a ban on the re-export of Kazakhstan’s oil and oil products. </p> <p> </p> <p> According to the published draft, oil and oil products are to be supplied from Kazakhstan by rail or through pipelines without levying export customs duties to meet the needs of Belarus. </p> <p> </p> <p> Oil products produced by the Belarusian refineries (Mozyr Refinery OJSC, Gomel Oblast, and Naftan OJSC, Novopolotsk, Vitebsk Oblast) from Kazakhstani crude must not be exported from the Belarusian customs territory. This does not apply to fuel oil and calcined and non-calcined oil coke. </p> <p> </p> <p> The agreement will enter into force 30 days upon the notification of the completion of all domestic procedures by the parties, and will be valid until December 31, 2024.
