EEU removes 9 trade barriers, sets up 5 new ones in 2020 – Ministry of Economy

The Eurasian Economic Union (EEU: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia) has removed nine trade barriers this year, but put five new ones, head of the Economic Integration Department of the Ministry of Economy of Belarus Alexei Matsevilo said at the online investment conference ‘From Recovery to Sustainable Growth’ held July 31. </p> <p> </p> <p> The EEU registers obstacles, the number of which is constantly changing. Almost every week, some obstacles are removed, and new ones are being reported,” Matsevilo said. </p> <p> </p> <p> According to the official, the Union currently numbers 67 obstacles, of which 17 have the status of barriers. </p> <p> </p> <p> All obstacles in the EEU markets are divided into three categories: barriers, restrictions and exemptions. </p> <p> </p> <p> “Barriers are referred to as the obstacles that violate EEU law provisions in the member states. Restrictions are either gaps in regulations at the level of the EEU, and norms of national legislation are applied, and they may differ in different countries, or there is a conflict between the norms of the EEU legislation, which is not totally uncommon. Exemptions are the obstacles that arise due to legalized exceptions, when an EEU member state reserves a possibility of exceptions in relation to some goods,” Matsevilo said. </p> <p> </p> <p> He said the barriers are most painful for business in the EEU markets. </p> <p> </p> <p> “From our experience, barriers most often arise when it comes to sanitary or phytosanitary measures, technical regulation, access to public procurement and subsidies, and other measures of state support,” he said.
