Belorusneft (Rechitsa, Gomel Oblast), the state-owned Belarusian oil production monopoly, will reconsider its 2022 plans for own oil exports to Germany via the Druzhba pipeline following new European Union sanctions on the company, Reuters reported citing three traders familiar with the matter. </p> <p> </p> <p> On 2 December 2021, the EU, the US, the UK and Canada adopted new sanctions against Belarus. In particular, the U.S. expanded its Belarus sanctions list by including another 20 Belarusian individuals, 12 legal entities and two aircraft; the EU added 17 individuals and 11 legal entities, including Belorusneft. </p> <p> </p> <p> According to Reuters, in November, Belorusneft issued a sales tender for 2022 supplies to Germany. But it only sold a part of the planned export volume, some 40,000 tonnes per month, to Shell, traders said. After the sanctions were announced, the companies cancelled the supply plans for 2022, two of the traders told Reuters. </p> <p> </p> <p> Belorusneft did not respond to requests for comment. A Shell spokesperson said the company “complies with all relevant sanctions and all applicable laws” and declined further comment. </p> <p> </p> <p> As previously reported with reference to angi (Agency for Oil and Gas Information), which cited Russian statistics, Belorusneft has suspended the export of its own oil to Germany since early December 2021. The export schedule for crude oil supplies to non-CIS countries via the Druzhba pipeline provided for the delivery of 151,600 tonnes of Belarusian crude to Germany in December 2021. As of December 7, there were no deliveries. The delivery plan for Q4 2021 provided for the export of 450 thousand tons of oil from Belarus to Germany. The actual volume of supplies was 289,300 tonnes, or 87% of the schedule. </p> <p> </p> <p> Belorusneft is only producer and exporter of crude oil from Belarus. Belorusneft annually extracts about 1.7 million tonnes of crude from Belarus-based oilfields. Traditionally, the entire volume of oil produced has been exported to the Germany-based PCK Schewdt refinery owned by Italy’s Eni. </p> <p> </p> <p> Belarus exported 559,300 tonnes of domestically produced crude oil in Jan-Apr 2021, up 11 times year on year. In value terms, Belarus’ oil exports totalled $234.424m (up 44 times yoy), the average price being $424.504 per tonne (up 3.9 times yoy). The average export price of Belarusian oil in January-April 2021 was $424.504 per ton, which is 3.9 times higher than the average export price in January-April 2020. </p> <p> </p> <p> Starting from May 2021, Belstat stopped publishing statistics on Belarusian oil exports. </p> <p> </p> <p> As previously reported, Belarusian oil transit through the Transneft pipeline system totalled 1.28 million tonnes in January-September 2021. In Sep 2021 alone, 140,000 tons of oil was delivered through the Transneft system. </p> <p> </p> <p> Belorusneft increased oil production in Belarus by 1.2% yoy in 2020 to 1.710 million tonnes.
