Belarus to raise cigarette excises 8.7%-10% in H1 2021, 4.56% - 9.25% in H2 2021

Starting Jan 1, 2021, Belarus will raise the rates of the excise tax on cigarettes of all price groups by 8.7%-10% year on year in H1 2021, depending on the price group, while in H2 2021 the rates may grow by another 4.56% - 9.25% compared to the H1 2021 level, in accordance with the bill on amendments to the Tax Code of Belarus, which was approved in two readings by the lower chamber of Belarus’ parliament. </p> <p> </p> <p> Excise duty rates for tobacco products in the new bill have not changed from the previous version of the document dated October 22, 2020, but the price ranges for cigarettes per thousand pieces have been changed. </p> <p> </p> <p> Similarly to the excise tax rates, the price ranges are set once and for the whole of the year, with different levels assigned to each half of the year. </p> <p> </p> <p> Previously, Price Group 1 included cigarettes priced below Br120, Price Group 2 - from Br120 to Br145 ($47.79-57.75), Price Group 3 – cigarettes priced over Br145 per 1,000 pieces. </p> <p> </p> <p> According to the latest version of the bill, the price range of Price Group 1 includes cigarettes priced under Br125 ($49.78) per 1,000 units. The rate of the excise tax on Price Group 1 cigarettes may grow by 10% to Br27.39 ($10.91) in H1 2020, and by 4.56% in H2 2021 to Br28.64 ($11.8). </p> <p> </p> <p> The price range of Price Group 2 includes cigarettes priced from Br125 ($49.78) to Br152.5 ($60.74). The rate of the excise tax on Price Group 2 cigarettes is likely to grow by 9.9% to Br68.98 ($27.47) in H1 and by another 4.65% in H2 to Br72.19 ($28.75). </p> <p> </p> <p> The price range of Price Group 3 includes cigarettes priced higher than Br152.5 ($60.74). The rate of the excise tax on Price Group 3 cigarettes may grow by 8.7% to Br78.23 ($31.16) in H1 2021 and by another 5.8% to Br82.77 ($32.96). </p> <p> </p> <p> Excise tax rates for other types of tobacco products have not changed from the previous version of the document. </p> <p> </p> <p> The excise tax on non-filter cigarettes will grow by 10% to Br21.08 ($8.4) in H1 2021 and by another 9.25% to Br22.03 ($8.77) in H2. </p> <p> </p> <p> They plan to raise the excise tax on other kinds of tobacco products by 5.5%. For this group of tobaccos they plan to set cigarette excises once and for the whole of the year. </p> <p> </p> <p> The excise tax on cigars shall stand at Br6.53 ($2.6) per unit; cigarillos - Br97.4 ($38.79) per 1,000 units. </p> <p> </p> <p> The excise tax on smoking tobacco and pipe tobacco (per kilogram) may grow to Br101.28 ($40.34); tobacco blends for electronic cigarette systems – 15% Br141 ($56.16) per kilo; the excise tax for hookah tobacco – Br52.75 ($21.01) per kilo. Previously, Price Group 1 included cigarettes priced below Br120, Price Group 2 - from Br120 to Br145 ($47.79-57.75), Price Group 3 – cigarettes priced over Br145 per 1,000 pieces.
According to the latest version of the bill, the price range of Price Group 1 includes cigarettes priced under Br125 ($49.78) per 1,000 units. The rate of the excise tax on Price Group 1 cigarettes may grow by 10% to Br27.39 ($10.91) in H1 2020, and by 4.56% in H2 2021 to Br28.64 ($11.8).
The price range of Price Group 2 includes cigarettes priced from Br125 ($49.78) to Br152.5 ($60.74). The rate of the excise tax on Price Group 2 cigarettes is likely to grow by 9.9% to Br68.98 ($27.47) in H1 and by another 4.65% in H2 to Br72.19 ($28.75).
The price range of Price Group 3 includes cigarettes priced higher than Br152.5 ($60.74). The rate of the excise tax on Price Group 3 cigarettes may grow by 8.7% to Br78.23 ($31.16) in H1 2021 and by another 5.8% to Br82.77 ($32.96).
Excise tax rates for other types of tobacco products have not changed from the previous version of the document.
The excise tax on non-filter cigarettes will grow by 10% to Br21.08 ($8.4) in H1 2021 and by another 9.25% to Br22.03 ($8.77) in H2.

The excise tax on cigars shall stand at Br6.53 ($2.6) per unit; cigarillos - Br97.4 ($38.79) per 1,000 units.
