Belarus’ Telecom Ministry assigned to monitor telecom operators’ contributions to Universal Service Fund – decree

The Ministry of Communications and Informatization of Belarus will monitor the correctness of the calculation, completeness and timeliness of contributions to the National Fund for Universal Communications and Informatization Services by telecommunications operators (presidential decree No.509 of January 4, 2021), the president’s press office reports. </p> <p> </p> <p> The ministry is empowered to collect information from telecommunications operators on the form of departmental reporting on contributions to the National Fund. The decree also approves the use of the Fund balance to meet its expenditures in the next fiscal year. </p> <p> </p> <p> As previously reported, presidential decree No.13 of January 16, 2020 approved the procedure for the generation and application of funds of the National Fund for Universal Communications and Informatization Services as part of the national budget. In 2019, its revenues were reported at Br42 million ($16.3 million at the rate of National Bank of Belarus); expenditures – Br73.6 million ($28.5 million). In 2020, the Fund’s revenues and expenditures stood at Br45 million ($17.4 million). </p> <p> </p> <p> The National Fund for Universal Communications and Informatization Services is being generated from contributions of telecommunications operators (1.5% of revenues from services).
