Belarus reports Br748.9m budget deficit in Jan-Apr 2021

Belarus’ Finance Ministry posted a republican budget deficit of Br748.9 million (Br) (U.S. $295.68 million at the official rate of the National Bank of Belarus) in Jan-Apr 2021, or 1.5% of the country’s GDP in January-April 2021. </p> <p> </p> <p> The republican budget indicates spending and revenues of the central administration, whereas the consolidated budget also includes local budgets. </p> <p> </p> <p> Republican budget revenues totalled Br9.005 billion ($3.56 billion), or 38.1% of the annual target for 2021; expenditures – Br9.754bn ($3.85bn), or 32.9% of the annual target. </p> <p> </p> <p> Revenues of the state administration budget (republican budget, local budgets and Welfare Ministry’s Social Security Fund (SSF), and other extra-budgetary funds – editor’s note) totalled Br19.886 billion in Jan-Apr 2021 ($7.85 billion, 36.7% of the annual plan); expenditures – Br19.478 billion ($7.69 billion, 32.5%), surplus – Br408.3bn ($161.2 million), or 0.8% of GDP in Jan-Apr 2021. </p> <p> </p> <p> Revenues from the value-added tax amounted to Br5.233 billion ($2.07 billion, 37.9% of the year target), from the profit tax – Br1.596 billion ($630.1 million, 48.8%), excises – Br1.075 billion ($424.4 million, 34.3%), from foreign economic activities – Br1.758 billion ($694.1 million, 43.6% of the annual target). </p> <p> </p> <p> Revenues of the Labour and Welfare Ministry’s Social Security Fund in Jan-Apr 2021 stood at Br6.379 billion ($1.5 billion, 33.4%), expenditures – Br6.295bn ($2.5bn, 33.5%), surplus – Br84 million ($33.2m). </p> <p> </p> <p> Tax arrears stood at Br213.1 million ($84.1m) as of May 1, 2021. </p> <p> </p> <p> As previously reported, the republican budget deficit in 2020 totalled Br1.859 billion ($734m), 1.3% of GDP.
