Belarus reports Br69.1m budget deficit in Jan-May 2020

Belarus’ Finance Ministry posted a republican budget deficit of 69.1 million Belarusian rubles (Br) (U.S. $28.8 million at the official rate of the National Bank of Belarus), or 0.14% of the country’s GDP in January-May 2020, the Finance Ministry said in a release. </p> <p> </p> <p> The republican budget indicates spending and revenues of the central administration, whereas the consolidated budget also includes local budgets. </p> <p> </p> <p> Republican budget revenues reached Br8.659 billion ($3.6 billion), 34.9% of the annual target for 2020; expenditures - Br8.728bn ($3.64bn), or 33.9% of the annual target. </p> <p> </p> <p> Revenues of the state administration budget (republican budget, local budgets and Welfare Ministry’s social security fund (SSF), Telecom Ministry’s universal service fund, civil aviation fund) totaled Br20.29 billion in Jan-May 2020 ($8.45 billion), 38.8% of the annual plan; expenditures – Br20.071 billion ($8.36 billion, 37.6%), surplus – Br219.4 million ($91.4 million), or 0.43% of GDP in Jan-May 2020. </p> <p> </p> <p> Revenues from the value-added tax amounted to Br5.33 billion ($2.2 billion, 43.5% of the year target), from the profit tax – Br766.9 million ($319.4 million, 18.6%), excises – Br1.179 billion ($491.1 million, 39.8%), from foreign economic activities – Br1.228 billion ($511.5 million), 25.7% of the annual target. </p> <p> </p> <p> Revenues of the Labor and Welfare Ministry’s social security fund in Jan-May 2020 stood at Br6.991 billion ($2.9 billion, 40.6%), expenditures – Br6.893bn ($2.87bn, 40.6%), surplus – Br98 million ($40.8m). </p> <p> </p> <p> Tax arrears stood at Br135.9 million ($56.6m) as of June 1, 2020. </p> <p> </p> <p> As reported, the republican budget surplus in 2019 totaled Br3.229 billion ($1.35bn), 2.5% of GDP.
