Belarus reports Br633.8m budget deficit in Jan-Nov 2020

Belarus’ Finance Ministry posted a republican budget deficit of 633.8 million Belarusian rubles (Br) (U.S. $245.76 million at the official rate of the National Bank of Belarus) in January-November 2020, or 0.5% of the country’s GDP in Jan-Nov 2020. </p> <p> </p> <p> The republican budget indicates spending and revenues of the central administration, whereas the consolidated budget also includes local budgets. </p> <p> </p> <p> Republican budget revenues totaled Br21.504 billion ($8.34 billion), or 84% of the annual target for 2020; expenditures – Br22.138bn ($5.58bn), or 78.8% of the annual target. </p> <p> </p> <p> Revenues of the state administration budget (republican budget, local budgets and Welfare Ministry’s Social Security Fund (SSF), Telecom Ministry’s universal service fund, civil aviation fund) totaled Br47.414 billion in Jan-Nov 2020 ($18.39 billion, 88.9% of the annual plan); expenditures – Br48 billion ($18.6 billion, 84.9%), deficit – Br586.3 million ($227.35 million), or 0.4% of GDP in Jan-Nov 2020. </p> <p> </p> <p> Revenues from the value-added tax amounted to Br11.672 billion ($4.53 billion, 94.2% of the year target), from the profit tax – Br2.262 billion ($877.1 million, 60.1%), excises – Br2.823 billion ($1.1 billion, 86.4%), from foreign economic activities – Br3.608 billion ($1.4 billion, 75.4% of the annual target). </p> <p> </p> <p> Revenues of the Labor and Welfare Ministry’s Social Security Fund in Jan-Nov 2020 stood at Br15.778 billion ($6.1 billion, 91.7%), expenditures – Br15.582bn ($6bn, 90.9%), surplus – Br196 million ($76m). </p> <p> </p> <p> Tax arrears stood at Br157.1 million ($60.9m) as of Dec 1, 2020. </p> <p> </p> <p> As reported, the republican budget surplus in 2019 totaled Br3.229 billion ($1.3bn), 2.5% of GDP.
