Belarus reports Br586.2 m budget surplus in Jan-Apr 2020

Belarus’ Finance Ministry posted a republican budget surplus of 586.2 million Belarusian rubles (Br) (U.S. $242.9 million at the official rate of the National Bank of Belarus) in January-April 2020, or 1.4% of the country’s GDP, the Finance Ministry said in a release. </p> <p> </p> <p> The republican budget indicates spending and revenues of the central administration, whereas the consolidated budget also includes local budgets. </p> <p> </p> <p> Republican budget revenues reached Br7.595 billion ($3.147 billion), 30.6% of the annual target for 2020; expenditures – Br7.009bn ($2.904bn), or 27.3% of the annual target. </p> <p> </p> <p> Revenues of the state administration budget (republican budget, local budgets and Welfare Ministry’s social security fund (SSF), Telecom Ministry’s universal service fund, civil aviation fund) totalled Br17.386 billion in Jan-Apr 2020 ($75.203 billion), 33.3% of the annual plan; expenditures – Br16.092 billion ($6.67 billion, 30.2%), surplus – Br1.294 billion ($536.1 million), or 3.02% of GDP in Jan-Apr 2020. </p> <p> </p> <p> Revenues from the value-added tax amounted to Br4.838 billion ($2 billion, 39.5% of the year target), from the profit tax – Br772.8 million ($320.2 million, 18.8%), excises – Br933.3 million ($386.7 million, 31.9%), from foreign economic activities – Br978.4 million ($405.4 million), 20.4% of the annual target. </p> <p> </p> <p> Revenues of the Labour and Welfare Ministry’s social security fund in Jan-Apr 2020 stood at Br5.679 billion ($2.353 billion, 33%), expenditures – Br5.529bn ($2.291bn, 32.6%), surplus – Br150 million ($62.15m). </p> <p> </p> <p> Tax arrears stood at Br184.8 million ($76.6m) as of May 1, 2020. </p> <p> </p> <p> As previously reported, the republican budget surplus in 2019 totalled Br3.229 billion ($1.317bn), 2.5% of GDP. Republican budget revenues reached Br7.595 billion ($3.147 billion), 30.6% of the annual target for 2020; expenditures – Br7.009bn ($2.904bn), or 27.3% of the annual target.
