Belarus reports Br1.826bn budget deficit in Jan-Mar 2021

Belarus’ Finance Ministry posted a republican budget deficit of Br1.826 billion (Br) (U.S. $712.84 million at the official rate of the National Bank of Belarus) in Jan-Mar 2021, or 5% of the country’s GDP in January-March 2021. </p> <p> </p> <p> The republican budget indicates spending and revenues of the central administration, whereas the consolidated budget also includes local budgets. </p> <p> </p> <p> Republican budget revenues totalled Br5.621 billion ($2.194 billion), or 23.9% of the annual target for 2021; expenditures – Br7.447bn ($2.907bn), or 25.6% of the annual target. </p> <p> </p> <p> Revenues of the state administration budget (republican budget, local budgets and Welfare Ministry’s Social Security Fund (SSF), and other extra-budgetary funds – editor’s note) totalled Br12.947 billion in Jan-Mar 2021 ($5.054 billion, 23.9% of the annual plan); expenditures – Br14.534 billion ($5.67 billion, 8.8%), deficit – Br1.586bn ($619.1 million), or 4.4% of GDP in Jan-Mar 2021. </p> <p> </p> <p> Revenues from the value-added tax amounted to Br3.379 billion ($1.32 billion, 24.5% of the year target), from the profit tax – Br586.5 million ($229 million, 18%), excises – Br816.9 million ($318.9 million, 26.5%), from foreign economic activities – Br1.231 billion ($473.53 million, 30.5% of the annual target). </p> <p> </p> <p> Revenues of the Labour and Welfare Ministry’s Social Security Fund in Jan-Mar 2021 stood at Br4.812 billion ($1.88 billion, 25.2%), expenditures – Br4.731bn ($1.85bn, 8.7%), surplus – Br81 million ($31.6m). </p> <p> </p> <p> Tax arrears stood at Br175.7 million ($68.6m) as of Apr 1, 2020. </p> <p> </p> <p> As previously reported, the republican budget deficit in 2020 totalled Br1.859 billion ($725.7m), 1.3% of GDP.
