Belarus reports Br1.323bn budget deficit in Jan-Feb 2021

Belarus’ Finance Ministry posted a republican budget deficit of Br1.323 billion (Br) (U.S. $504.2 million at the official rate of the National Bank of Belarus) in January 2021, or 5.7% of the country’s GDP in January-February 2021. </p> <p> </p> <p> The republican budget indicates spending and revenues of the central administration, whereas the consolidated budget also includes local budgets. </p> <p> </p> <p> Republican budget revenues totalled Br3.812 billion ($1.45 billion), or 16.3% of the annual target for 2021; expenditures – Br5.135bn ($1.96bn), or 17.7% of the annual target. </p> <p> </p> <p> Revenues of the state administration budget (republican budget, local budgets and Welfare Ministry’s Social Security Fund (SSF), and other extra-budgetary funds – editor’s note) totalled Br8.473 billion in Jan-Feb 2021 ($3.23 billion, 15.7% of the annual plan); expenditures – Br9.841 billion ($3.75 billion, 8.8%), deficit – Br1.369bn ($521.68 million), or 5.9% of GDP in Jan-Feb 2021. </p> <p> </p> <p> Revenues from the value-added tax amounted to Br2.631 billion ($1 billion, 19.1% of the year target), from the profit tax – Br30 million ($11.4 million, 0.9%), excises – Br533.7 million ($203.4 million, 17.6%), from foreign economic activities – Br748.7 million ($285.3 million, 18.6% of the annual target). </p> <p> </p> <p> Revenues of the Labour and Welfare Ministry’s Social Security Fund in Jan-Feb 2021 stood at Br2.236 billion ($852.1 million, 16.9%), expenditures – Br3.186bn ($1.21bn, 8.7%), deficit – Br950 million ($362m). </p> <p> </p> <p> Tax arrears stood at Br157.6 million ($60.1m) as of Mar 1, 2020. </p> <p> </p> <p> As previously reported, the republican budget deficit in 2020 totalled Br1.859 billion ($609m), 1.3% of GDP.
