Belarus raises rates of automobile recycling tax for old cars Jan 1, 2021

The Government of Belarus will introduce increased rates of the recycling tax (scrappage fee) for imported vehicles, if seven years or more passed from their production date. This decision is secured by the Council of Ministers’ Resolution No. 647 of 16 November 2020, published on the national legal Internet portal. </p> <p> </p> <p> The document says recycling fee rates have been established for vehicles grouped into three categories: produced less than 3 year ago, cars produced between 3 and 7 years ago, cars produced more than 7 years ago. Previously, the rates were set for two groups of vehicles: younger than 3 years, older than 3 years. </p> <p> </p> <p> As of 1 January 2021, the rates of the recycling fee for electric vehicles do not change as compared to 2020 and amount to 544.5 Belarusian rubles ($213.3 at the exchange rate of the National Bank of Belarus) for vehicles not older than 3 years and Br816.7 ($319.92; $1 - Br2.5528) for vehicles produced between 3 to7 years ago, and for vehicles older than 7 years. </p> <p> </p> <p> The same rates apply to passenger cars, regardless of the engine capacity, imported by individuals for personal use, produced less than 3 years ago, or for cars produced from three to seven years ago. The recycling fee for cars older than seven years imported for personal use will be Br1,225 ($479.9). </p> <p> </p> <p> The same rates will apply to vehicles imported from the territories of the Eurasian Economic Union member states, except for vehicles under customs control. </p> <p> </p> <p> The recycling fee rate for vehicles with engine capacity of no more than 1,000 cubic centimetres, younger than three years, has been increased by 76.4% to Br1,652 ($647.21), for the "three-to-seven years" category has not changed and will amount to Br5,772 ($2,261), for vehicles older than seven years - Br8,658 thousand ($3,391). </p> <p> </p> <p> For vehicles with engine capacity ranging from 1,000 to 2,000 cubic centimetres, produced less than three years ago, the recycling fee rate has been increased 4.2 times to Br6,115 ($2,395), for vehicles from three-to-seven-years category - Br8,995 ($3,523), for vehicles older than seven years - Br13,492 Belarusians ($5,285). </p> <p> </p> <p> The recycling fee rate for vehicles with an engine capacity from 2,000 to 3,000 cubic centimetres, produced less than three years ago, has been increased 3.4 times to Br9,653 ($3,781 thousand), from three to seven years - Br17,555 ($6,877), over seven years - Br26,332 ($10,315). </p> <p> </p> <p> The recycling fee rate for vehicles with an engine capacity ranging from 3,000 to 3,500 cubic centimetres, produced less than three years ago, has been increased 2.3 times to Br8,899 ($3,486); from three to seven years ago - Br31,036 ($12,157), and for vehicles older than seven years - Br46,555 ($18,237). </p> <p> </p> <p> For vehicles with engine capacity of more than 3.5 thousand cubic centimetres, younger than 3 years, the recycling rate has been increased 2.5 times to Br15,254 ($5,975), three to seven years - Br38,126 ($14,935), older than seven years - Br57,189 ($22,402). </p> <p> </p> <p> The resolution also sets recycling fee rates for other categories of vehicles (trucks, buses, dump trucks, trailers and semi-trailers). </p> <p> </p> <p> In Belarus, a recycling fee for vehicles was introduced in March 2014. It is paid when importing a vehicle from abroad, regardless of the country from which the vehicle was brought. End </p>
