Belarus raises housing and utility tariffs for 2021 – decree
<p> MINSK, Dec 28, - PrimePress. Belarus has set maximum allowable tariffs for housing and utility services for households in 2021 (decree No.490 of December 24, 2020 posted on the National Legal Internet Portal). </p> <p> </p> <p> For a typical two-room apartment of a family of three with the standard consumption of services, the tariffs will increase by an average of $5 in two phases. The tariffs for residential buildings maintenance and overhaul, gas, electricity and water supply, sewage, solid waste management, maintenance of elevators, intercoms, sanitary maintenance of ancillary facilities in apartment buildings, and electricity cost refunds will go up by $4.2 from January 1, 2021. The tariffs for heating and hot water supply will be raised by $0.8 from June 1, 2021. </p> <p> </p> <p> The maximum allowable tariff for housing and utility services and the reimbursement for the organizations engaged in water supply are set at Br1.0445 ($0.4 at the rate of the National Bank of Belarus) per 1 cubic meter from January 1, 2020; water supply (sewage) – Br0.8604 ($0.33) per 1 cubic meter; maintenance - Br0.1322 ($0.051) per 1 square meter; capital repairs - Br0.18 ($0.07) per 1 square meter; heating (heating and hot water supply) from January 1 to May 31 - Br20.6216 ($7.96) per 1 Gcal, from June 1 to December 31 - Br21.9245 ($8.47). </p> <p> </p> <p> The tariff for solid municipal waste handling in apartment buildings with garbage chutes from January 1 to May 31, 2021 is set at Br10.5685 ($4.08) per 1 cubic meter, from June 1 to December 31, 2021 - Br10.252 ($3.96); solid municipal waste handling in apartment buildings without garbage chutes from January 1 to May 31, 2021 - Br9.2583 ($3.58) per 1 cubic meter, from June 1 to December 31, 2021 - Br8.9418 ($3.45) per 1 cubic meter. </p> <p> </p> <p> The tariff for elevator maintenance is set at Br1.5 ($0.58) per resident per month from January 1 to May 31, 2021, and Br1.43 ($0.55) from June 1 to December 31, 2021. </p> <p> </p> <p> The tariff for natural gas used in premises equipped with individual gas heaters during the heating period from January 1 to May 31 inclusive is Br0.1366 ($0.053); from June 1 to December 31 - Br0.1406 ($0.054); in summer and in the absence of individual gas heaters - Br0.484 ($0.19) per 1 cubic meter. </p> <p> </p> <p> The tariff for natural gas used in premises without individual gas meters and with gas stoves and centralized hot water supply is set at Br3.87 ($1.49) per capita per month; with gas stoves and individual gas water heaters - Br11.13 ($4.43); with only gas stoves - Br6.29 ($2.43) per capita per month. </p> <p> </p> <p> The tariff for natural gas used in premises with individual gas meters: in the heating period (from January 1 to May 31) - Br0.1366 ($0.053) per 1 cubic meter of living space, from June 1 to December 31 - Br0.1406 ($0.054); in summer and in the absence of individual gas heaters - Br0.484 ($0.19) per 1 cubic meter. </p> <p> </p> <p> The maximum permissible single-rate tariff for electricity in residential buildings is set at Br0.1778 ($0.069) per 1 kWh from January 1, 2021. </p> <p> </p> <p> The tariff for sanitary maintenance of auxiliary premises of residential buildings per month in the regions from January 1 to May 31 is set at Br0.74 ($0.29), in Minsk - Br0.88 ($0.34); from June 1 to August 31 in the regions - Br0.71 ($0.27), in Minsk - Br0.85 ($0.33). From September 1, the tariff is set per square meter at Br0.0407 ($0.016) in the regions, and at Br0.0362 ($0.014) in Minsk. </p> <p> </p> <p> The tariff for intercom maintenance in residential buildings in 2021 will be Br0.99 ($0.38) per apartment per month. </p> <p> </p> <p> The maximum allowable tariff that ensures the full cost recovery is applied in cases stipulated by law. The maximum allowable tariff for water supply will be at Br1.1623 ($0.45) per 1 cubic meter from January 1, sewage - Br0.972 ($0.38) per 1 cubic meter. The maintenance tariff from January 1 to May 31 – Br0.1419 ($0.055) per 1 square meter; from June 1 to December 31 – Br0.1335 ($0.052). </p> <p> </p> <p> The tariff for heating and hot water supply is set for the whole year in the amount of Br107.31 ($41.45) per Gcal. </p> <p> </p> <p> The tariff to fully recover the cost of solid municipal waste management in apartment buildings with garbage chutes from January 1 to May 31 will amount to Br11.5235 ($4.45) per 1 cubic meter, from June 1 to December 31 - Br11.207 ($4.33); in apartment buildings without garbage chutes from January 1 to May 31 - Br10.6154 ($4.1), from June 1 to December 31 - Br10.2989 ($3.98). </p> <p> </p> <p> The tariff for maintenance of elevators from January 1 to May 31 will be at Br1.73 ($0.67) per resident per month; from June 1 to August 31 - Br1.66 ($0.64) per resident per month; from September 1 to December 31 - Br0.0679 ($0.026) per square meter. </p> <p> </p> <p> The maximum allowable tariff for natural gas used in premises with installed individual gas consumption meters is set at Br0.5082 ($0.2) per 1 cubic meter; in premises without individual gas consumption meters from January 1, 2020: with gas stoves and centralized hot water supply - Br4.07 ($1.57) per resident per month; with gas stoves and individual gas water heaters - Br11.69 ($4.52); with only gas stoves - Br6.61 ($2.55) per resident per month; with individual gas heaters - Br4.07 ($1.57) per 1 square meter of living space. </p> <p> </p> <p> A single-rate tariff for electricity in residential buildings is set at Br0.23 ($0.089) per 1 kWh. </p> <p> </p> <p> The government promises to continue supporting households by means of non-cash housing subsidies to be granted to individuals and families, provided that the monthly utility bills exceed 20% of their average monthly total income in the city and 15% in rural areas. From September 1, the tariff is set per square meter at Br0.0407 ($0.016) in the regions, and at Br0.0362 ($0.014) in Minsk.
The tariff for intercom maintenance in residential buildings in 2021 will be Br0.99 ($0.38) per apartment per month.
