Belarus raises excise duties on cigarettes by 8.7-10% in 1H21, by 4.56-9.25% in 2H21

Belarus will raise excise duties on cigarettes of all price ranges by 8.7-10% year on year in the first half of 2021 depending on the price range, and by 4.56-9.25% in the second half of 2021 against 1H21 (law No.72-З ‘On Amendments to the Tax Code of the Republic of Belarus’ of December 29, 2020 posted on the National Legal Internet Portal on January 1, 2021). </p> <p> </p> <p> Excise duty rates on cigarettes are set for the whole year depending on the price with a breakdown by half-year. The ranges of retail prices per 1,000 cigarettes, which are also set for the whole year with a breakdown by half-year, also change. </p> <p> </p> <p> The first price group of cigarettes in the first half of 2021 includes cigarettes costing up to 125 Belarusian rubles ($48.47 at the rate of the National Bank of Belarus); in the second half of the year – Br127.5 ($49.44). The excise tax rate in this price group rose by 10% to Br27.39 ($10.62) in the first half of the year and by another 4.56% in 2H21 to Br28.64 ($11.11). </p> <p> </p> <p> The second price group includes cigarettes costing from Br125 ($48.47) to Br152.5 ($59.13) in the first half of the year, and from Br127.5 ($49.44) to Br155 ($61.1) in the second half of the year. The excise rate in the second price group was raised by 9.9% to Br68.98 ($26.75) in 2H21 and by another 4.65% to Br72.19 ($27.99) in 2H21. </p> <p> </p> <p> The third price group includes cigarettes priced from Br152.5 ($59.13) per 1,000 cigarettes in the first half of 2021; from Br155 ($60.1) per 1,000 cigarettes in 2H21. The Excise duty rate in this price group increased by 8.7% to Br78.23 ($30.33) in the first half of 2021 and by 5.8% to Br82.77 ($32.1) in the second half of the year. </p> <p> </p> <p> The excise duty on unfiltered and mouthpiece cigarettes rose by 10% to Br21.07 ($8.17) in the first half of the year, and by 9.25% to Br22.03 ($8.54) in 2H21. </p> <p> </p> <p> The excise tax on other types of tobacco products, except for heat-not-burn tobacco mixtures, will increase by 5.5% on average. The rate is set for the whole year without breakdown by half-year. </p> <p> </p> <p> The excise duty on cigars (per 1 cigar) is set at Br6.53 ($2.53); cigarillos (per 1,000) – Br97.4 ($37.77); pipe and smoking tobacco (per 1 kg) – Br101.28 ($39.27); hookah tobacco – Br52.75 ($20.45) per 1 kg. </p> <p> </p> <p> The excise duty on heat-not-burn tobacco mixtures increased by 15% to Br141 ($54.67) per 1 kg of tobacco mixture. The first price group of cigarettes in the first half of 2021 includes cigarettes costing up to 125 Belarusian rubles ($48.47 at the rate of the National Bank of Belarus); in the second half of the year – Br127.5 ($49.44). The excise tax rate in this price group rose by 10% to Br27.39 ($10.62) in the first half of the year and by another 4.56% in 2H21 to Br28.64 ($11.11).
The second price group includes cigarettes costing from Br125 ($48.47) to Br152.5 ($59.13) in the first half of the year, and from Br127.5 ($49.44) to Br155 ($61.1) in the second half of the year. The excise rate in the second price group was raised by 9.9% to Br68.98 ($26.75) in 2H21 and by another 4.65% to Br72.19 ($27.99) in 2H21.
The third price group includes cigarettes priced from Br152.5 ($59.13) per 1,000 cigarettes in the first half of 2021; from Br155 ($60.1) per 1,000 cigarettes in 2H21. The Excise duty rate in this price group increased by 8.7% to Br78.23 ($30.33) in the first half of 2021 and by 5.8% to Br82.77 ($32.1) in the second half of the year.
The excise duty on unfiltered and mouthpiece cigarettes rose by 10% to Br21.07 ($8.17) in the first half of the year, and by 9.25% to Br22.03 ($8.54) in 2H21.
