Belarus plans to simplify the procedures for preparing public-private partnership (PPP) projects, said Minister of Economy Alexander Chervyakov. </p> <p> </p> <p> “At the moment Belarus has formed a legal framework for the PPP mechanism and analyzed global practices. However, our practical experience implementing the first pilot project for the reconstruction of the M10 motorway indicates the need to improve the current legislation in the field of PPP. Amendments are due this year aimed at simplifying procedures for project preparation and stimulation of private initiative,” Chervyakov said in an interview published by the Respublika daily. </p> <p> </p> <p> As previously reported, the reconstruction of a section of the M10 motorway “Russian border (Selishche) - Gomel - Kobrin, 109.9 km - 195.15 km” under the PPP pilot project was planned to start in the third quarter of 2021. An international tender for the selection of a private partner for the M10 motorway section reconstruction project is being held with the support and assistance of the EBRD. They have received eight bids, including bids by a consortium of banks consisting of the Eurasian Development Bank, Russia’s Gazprombank, Belarus’ Belgazprombank and construction partners, such as Turkey’s Ictas and China’s Poly Changda Engineering. </p> <p> </p> <p> In Nov 2020, the EBRD suspended funding of public sector projects in Belarus amid the domestic political crisis, which unfolded in the country after the Aug 2020 presidential election and the western sanctions that followed the violent repression of dissent. At the same time, EBRD resources will still remain available for infrastructure projects with the state that were approved before the modification of the bank's approach to the public sector, as well as private businesses. </p> <p> </p> <p> “Public-private partnerships are a promising form of cooperation between government and business, facilitating the implementation of infrastructure projects by leveraging innovation, capital and resources from private partners. This mechanism is not simple. It takes time to learn and some sort of “creative thinking” in approaches to long-term project financing,” Chervyakov said. </p> <p> </p> <p> In his words, over the past year there has been an increase in interest in projects in road construction, engineering infrastructure, improvement of social and healthcare facilities.
