Belarus plans to let private households finance reconstruction of power grids - draft

Belarus plans to let citizens to financially contribute to the reconstruction of non-depreciated power grids, so that they could use electric energy for heating, hot water supply and cooking. </p> <p> </p> <p> Andrei Negodko, head of the strategic development department of the state-owned Belenergo Concern, made a statement to this effect with reference to draft presidential ordinance “On the construction of distribution networks”. </p> <p> </p> <p> As previously reported, as of 1 June 2021, 16.5 thousand consumers in Belarus currently pay for electricity using special tariffs for electricity for heating and hot water, including Minsk City and Minsk Oblast - 5.5 thousand, Vitebsk Oblast - 4 thousand, Mogilev Oblast - 2.4 thousand, Grodno Oblast - 1.9 thousand, Brest Oblast - 1.7 thousand, Gomel Oblast - 1 thousand. In 2020, more than 10 thousand customers switched to these tariffs. </p> <p> </p> <p> As previously reported, the Energy Ministry of Belarus approved a 2021-2025 program aimed at increasing electric energy consumption by households after the commissioning of the Belarusian nuclear power plant (Astravyets, Grodno Oblast). According to the program, electricity consumption for heating, hot water supply and cooking will increase by the end of 2025 to a total of 900 million kWh to compare with 12.88 million kWh in 2019 and 53.8 million kWh in January-October 2020 mainly by means of increased energy consumption by households accommodated in new electrified housing and in the existing housing facilities. </p> <p> </p> <p> The program includes the construction and reconstruction of electric grids and electrical substations of all voltage types, improvement of the legislative and regulatory framework, including the provision of opportunities to raise households’ funds for the reconstruction of power grids.
