Belarus plans to expand requirements for mass media activities

There are plans to expand the requirements for the activities by mass media in Belarus, in accordance with the draft law "On Amendment of Laws on Mass Media Issues", which was considered by the House of Representatives of the National Assembly of Belarus in its first reading on 2 April. </p> <p> </p> <p> “The draft law is aimed at ensuring the constitutional right of citizens to receive complete and reliable information, protection of state and public interests in the field of mass information and the national security of the Republic of Belarus in the information sphere,” reported the press service of the lower chamber of Belarus’ parliament. </p> <p> </p> <p> In particular, the bill proposes to clarify the requirements for the founder and editor-in-chief of a mass media outlet, to expand the obligations for the legal person charged with the functions of the editorial office of a mass media outlet, owners of the online resource; to specify the mandate of a journalist, to establish the grounds for revoking the accreditation of a journalist and when his/her failure to perform their duties will be a gross violation of his/her job responsibilities. </p> <p> </p> <p> It is also planned to clarify the procedure for making changes to the State Media Register; to specify the application of references (hyperlinks) to other mass media sources, an Internet site, a news agency; and to expand the list of types of information whose dissemination is prohibited. </p> <p> </p> <p> In addition, measures will be taken to limit foreign influence on the information market by eliminating the existing preference for media editorial offices with foreign investments exceeding 20% in their statutory fund.
