The government of Belarus plans to increase the efficiency of the public sector by 2025 through institutional and structural transformations, Prime Minister of Belarus Roman Golovchenko said, presenting the government action program for the period to 2025 in the House of Representatives of the National Assembly on December 2, 2020. The government’s press posted a video of his speech on Facebook. </p> <p> </p> <p> According to Golovchenko, Belarus’ economy growth recovery is largely dependent on improvements in the public sector. </p> <p> </p> <p> “A law on state enterprises will be adopted to this end to manage public sector organizations in a new way: first, to clearly define the lines of business where the dominance of the public sector is required; second, to streamline the competencies and functions of government agencies, to switch to a full-scale industry policy; third, to establish a number of large state corporations to create new products and enter foreign markets with technologies and a wide range of products, rather than individual ones,” the prime minister said. </p> <p> </p> <p> Golovchenko emphasized that this was not about a special treatment to support the public sector, but targeted improvement measures, since nearly 80% of state-run enterprises can progress independently without significant support from the state. They will be involved in a pilot project to set up state corporations. </p> <p> </p> <p> According to Golovchenko, only a small number of enterprises (250-275) that have large debts, yet with considerable potential for development deserve profound financial rehabilitation, and about 400 steadily insolvent enterprises should go through conversion, reorganization or liquidation.
