Belarus parliament adopts bill on advertising in second reading
<p> MINSK, Dec 10 - PrimePress. The House of Representatives of the National Assembly of Belarus adopted in the second reading the draft law “On Amendments to the laws on advertising,” said the press service of the lower chamber of Belarus’ parliament. </p> <p> </p> <p> In particular, the draft law provides for the adjusting the concepts used in advertising laws in terms of changing the terms “advertiser”, “advertisement distributor”, “outdoor advertising means”, “social advertising”, “advertising object” and others. The document introduces such terms as "advertising means", "non-tobacco nicotine-containing product". </p> <p> </p> <p> The current legislation excludes the requirement to produce advertising materials for domestic goods, products, works, services and outdoor advertising solely with the involvement of entities and citizens of Belarus, including the requirement to use only images of Belarusian citizens, “due to the fact that this requirement is no longer relevant”. </p> <p> </p> <p> The draft law eliminates the ban on broadcasting advertising in children's programmes and provides for the possibility of interrupting educational and children's programmes, including children's feature films, in accordance with the established procedure. It provides for bans on exceeding the equivalent sound level of advertisements and reporting on their subsequent broadcast over the equivalent sound level of the programme being broadcast interrupted by advertisements, as well as on advertising in foreign television media products distributed in Belarus without changing the form and content). </p> <p> </p> <p> A rule is introduced on the need to obtain written consent for the distribution of advertisements by telephone, telex, fax, cellular mobile telecommunication and e-mail. </p> <p> </p> <p> There is a ban on sound advertising in public transport, a ban on using the vehicle, including a free-standing trailer, for placing (distributing) advertising on streets, roads and other public places, if it is not used for more than six months, or if its condition precludes its participation in road traffic. </p> <p> </p> <p> In accordance with the draft law, the volume of medical advertising subject to approval by the Ministry of Health of Belarus is reduced and the ban on discounts in advertising when purchasing medicines, medical devices, medical equipment and biologically active food supplements is abolished. </p> <p> </p> <p> The draft law clarifies requirements for advertising alcoholic beverages and tobacco products, beer and low-alcohol beverages, weapons and military products, real estate services, securities and services related to the attraction and use of funds of organizations and citizens. There is a ban on advertising non-tobacco nicotine-containing products and the free (gratuitous) distribution of these products and vape juices for electronic smoking systems. End </p> <p> </p>
