Belarus needs to distribute president’s powers between branches of power - Lukashenko
<p> MINSK, Oct 1 - PrimePress. Belarus needs to redistribute responsibilities between the branches of power at the expense of the president’s powers. President of Belarus Alexander Lukashenko made a statement to this effect at a meeting with senior officials of the President’s Executive Office on October 1, the president’s press service said. </p> <p> </p> <p> “Now let’s talk about the quality of the legislative process. The most important political decisions were made at the Belarusian People’s Congress. They need to be implemented. Had we embarked on the redistribution of powers early enough, perhaps we would not have needed constitutional amendments now. We need to realize that after a quarter of a century, the president should no longer perform major tasks that are not part of his job description,” Lukashenko said. </p> <p> </p> <p> “The economy is primarily the domain of the government, Golovchenko [Belarus’ prime minister – editor’s note]. Unpopular or popular laws and other legislative matters are the responsibility of Andreichenko and Kochanova [speakers of the lower and upper chambers of the parliament Vladimir Andreichenko and Natalya Kochanova – editor’s note], the legislative branch of power. One should bear a certain responsibility for that. Personnel matters, ideology, politics and some other issues are the tasks of Head of the Belarus President Administration Igor Sergeyenko and his deputies. Now the president has to take care of everything. There was a time when we needed concentration of power. Yet, today we should decentralize it, distribute by areas of responsibility. The power will have to be transferred to someone at some point. But this power should be well structured, and the Constitution should dot the i's and cross the t's in this matter,” said Lukashenko. </p> <p> </p> <p> He demanded that there should be no red tape on the way of important government decisions. </p> <p> “Let me remind you that the work on legal acts should not take months. We do not have time for that,” said Lukashenko. </p> <p> </p> <p> He cited an example of the instruction to streamline the work of individual entrepreneurs: “The decision was made to streamline the sector. Not to ruin it but to streamline. Yet, we had to deal with red tape here again. Different rumour began to spread immediately. They would say that the government wanted to take their money away to fill in the budget, to root them [sole traders – editor’s note] out as a class. This is absolutely not true. This happened because the president’s instruction was not fulfilled in time.” End </p>
