Belarus may introduce road tolls instead of road traffic admission tax

The Government and Parliament of Belarus propose introducing toll for the use of roads and individual elements of the street and road network instead of the road traffic admission tax, said Igor Komarovsky, Chairman of the Standing Committee on Industry, Fuel and Energy Complex, Transport and Communications of the House of Representatives of the National Assembly of Belarus. </p> <p> </p> <p> It is planned that the toll (literally the road use fee) will be pegged to the MOT test (motor vehicle inspection. Besides, one will be able to choose how to pay the toll - on a monthly basis, or for several months, a year or two. It was considered feasible to include the road toll in the fuel price. </p> <p> </p> <p> According to Komarovsky, the monthly toll rates for individuals are expected to be reduced by 10% compared to the current amount of the toll, and if paid for a year or more, the discount will be 20%. For entities, the current rates will also be reduced by 20%. </p> <p> </p> <p> Road tolls will be controlled by photo and video cameras on the roadside. It is planned to significantly increase the fine for not paying the toll to twice the annual toll rate. Currently, it is no more than three basic values (Br81, or $31.6 at the exchange rate of the National Bank of Belarus; one basic value is Br27, $10.6 and $1/Br2.56). </p> <p> </p> <p> The Finance Ministry has estimated that the new road toll mechanism could increase the annual road toll revenue to Br450-500 million ($175.8-195.3 million) compared to the current Br300 million ($117.2 million). </p> <p> </p> <p> It is proposed that the new mechanism be introduced as of 1 January 2021.
