Belarus’ MART obliges natural monopolies to disclose information about their activities
<p> MINSK, May 14 - PrimePress. The Ministry for Antimonopoly Regulation and Trade (MART) of Belarus has made it mandatory for natural monopolies to disclose information about their activities. </p> <p> </p> <p> The requirement is based on MART’s resolution No. 32 of Apr 20, 2020, which approved the Guidelines “On Ensuring Availability of Information on the Activities of Natural Monopolies”. </p> <p> </p> <p> The document says that a natural monopoly subject should ensure the availability of information to consumers on prices (tariffs) for services related to natural monopolies, on changes in such prices (tariffs); on the procedure for obtaining information on the availability of technical capacity to provide services related to natural monopolies; on the conditions of services related to natural monopolies, the conditions of contracts for the provision of such services. </p> <p> </p> <p> Monopolists should also inform about the directions of investment in fixed capital for the development of services related to the spheres of natural monopolies at the end of the calendar year; about the structure of costs (expenses) for the provision of services related to the spheres of natural monopolies at the end of the calendar year. </p> <p> </p> <p> "Disclosing such information will ensure transparency, publicity, controllability of a natural monopoly subject’s activity, as well as protection of rights and legal interests of consumers of services by natural monopolies", MART said. </p> <p> </p> <p> The resolution will come into force on May 23, 2020.
