Belarus, Kazakhstan sign agreement on oil supplies
<p> MINSK, Jun 28 - PrimePress. Belarus and Kazakhstan have signed an intergovernmental agreement on trade and economic cooperation in the area of deliveries of oil and oil products to Belarus. The document was inked following negotiations between Prime Minister of Belarus Roman Golovchenko and Kazakhstan Prime Minister Askar Mamin in Kazakhstan’s capital on 28 June, spokesperson for Belarus’ government Alexandra Isayeva informed. </p> <p> </p> <p> Reportedly, the agreement defines the framework conditions for the supply of oil and oil products from Kazakhstan to Belarus, price conditions, volumes, logistics and delivery terms will be specified when direct contracts with Kazakh oil producers are concluded. </p> <p> </p> <p> In February 2020, the Belarusian side expressed interest in duty-free oil supplies from Kazakhstan, which would bring it as close as possible to the cost of Russian crude. At the same time, Belarus counted on oil deliveries by pipeline. </p> <p> </p> <p> As previously reported, the text of an intergovernmental agreement on supplies of oil and oil products from Kazakhstan to Belarus was reconciled in Oct 2019. The agreement did not indicate the volume of proposed deliveries (the amount of up to 3.5 million tonnes per year was mentioned during preliminary negotiations), the prices or logistics. The agreement specifically stipulated a ban on the re-export of Kazakhstani oil or petroleum products. </p> <p> </p> <p> It was stated in the published draft, that oil and oil products shall be supplied from Kazakhstan by rail or through pipelines without levying export customs duties to meet the needs of Belarus. The draft envisages the possibility of suspending deliveries in case Belarus violates its obligations under the ban on exports of oil products produced from Kazakh oil. End </p>
