Belarus invites Kazakhstan to resume discussion of oil supply agreement
<p> MINSK, May 27 - PrimePress. Belarus invites Kazakhstan to get back to the discussion of an agreement on crude oil and petroleum products supplies to Minsk. Prime Minister of Belarus Roman Golovchenko made a statement to this effect at a meeting with Prime Minister of Kazakhstan Askar Mamin on May 27. </p> <p> </p> <p> "I would like to discuss the prospects of concluding an agreement between the governments of Belarus and Kazakhstan on cooperation in the supply of crude oil and petroleum products to the Republic of Belarus. We would like to know the position of Kazakhstan. If it is of interest to Kazakhstan, we are ready to work in this direction. If for some reason there is a need to postpone this issue or this topic is not of interest to the Kazakh side, we are also ready to discuss this decision," said Golovchenko. </p> <p> </p> <p> In his words, it is necessary “to put clarity” into balances of oil supplies to Belarus in 2022. </p> <p> </p> <p> The government of Kazakhstan in Nov 2020 approved a draft intergovernmental agreement with Belarus on trade and economic cooperation in the field of supplies of oil and oil products. The text of the agreement was coordinated in Oct 2019. It was expected to be signed once the parties completed the required domestic procedures, which are not yet finalized. </p> <p> </p> <p> The agreement did not specify the volumes (preliminary, up to 3.5 million tonnes per year), the price or logistics terms. This would be a matter of talks with oil producing companies of Kazakhstan. The agreement specifically stipulates a ban on the re-export of Kazakhstan’s oil and oil products. </p> <p> </p> <p> According to the published draft, oil and oil products are to be supplied from Kazakhstan by rail or through pipelines without levying export customs duties to meet the needs of Belarus.
