Belarus introduces criminal responsibility for paying wages under the table

Paying wages under the table now officially becomes a criminal offence, in accordance with Law #112-Z of May 26, 2021 “On Amendments to the Code of Criminal Responsibility”, published on the National Legal Internet Portal on June 8. </p> <p> </p> <p> Criminal liability is provided for deliberate failure to pay insurance premiums to the Social Security Fund (SSF) and the failure to transfer taxes and fees in excess of large sums, says the report. The large amount for taxes and fees is 1,000 basic units, which is equivalent to Br29,000 ($11,470 at the rate of National Bank of Belarus), while for contributions to the Social Security Fund – 2,500 basic units - Br72,500 ($28,677, $1 - Br2.5282). </p> <p> </p> <p> It was the initiative of the State Control Committee to toughen responsibility for paying wages under the table (the Belarusian term is “paying wages in envelopes”) as the existing administrative measures to combat this negative phenomenon were not effective. </p> <p> </p> <p> “By paying wages without indicating these amounts in accounting reports, the employer causes damage not only to the state, but also to the employees,” reads the report.
