Belarus increases financing of housing construction program in 2021-2025 by 44.4% to Br38.658bn

Financing of the state housing construction program of Belarus in 2021-2025 increased by 44.4% from the 2016-2020 plan to 38.658 billion Belarusian rubles ($14.758 billion at the rate of National Bank of Belarus), as per government decree No.51 of January 28, 2021 posted on the National Legal Internet Portal on February 2, 2021. </p> <p> </p> <p> The national budget will provide an amount increased by 59.8% to Br6.663 billion ($2.543 billion); local budgets – by 14.7% to Br2.397 billion ($915.066 million). </p> <p> </p> <p> According to the decree, bank loans for the program increased by 78.6% to Br6.736 billion ($2.571 billion), including soft loans - by 44.6% to Br608.318 million ($232.227 million). Financing from other sources increased by 36.6% to Br22.862 billion ($8.728 billion). </p> <p> </p> <p> Of the total amount to be allocated in 2021-2025, Br34.299 billion ($13.094 billion, up 46% from the 2016-2020 plan) will be spent directly on housing construction (subprogram 1), while Br4.359 billion ($1.664 billion, up 33.2%) will be transferred for the construction of engineering and transport infrastructure (subprogram 2). </p> <p> </p> <p> In 2021-2025, it is planned to commission 21.4 million square meters of housing (up 9,7%) funded from all sources, of which 4 million square meters are expected to be commissioned in 2021, 4.3 million sq. m in 2022; 4.3 million sq. m in 2023; 4.4 million sq. m in 2024, and 4.5 million sq. m in 2025. </p> <p> </p> <p> Around 725,000 sq. m of rental housing are expected to be commissioned in 2021-2025 (up 33.5%). </p> <p> </p> <p> The average cost of one square meter of housing built with government support by means of soft loans (except for individual developers) in 2021 will stand at Br1,152 ($440, up 6.5% from the 2020 plan); in 2022 – Br1,223 ($466.81, up 6.1% against 2021); in 2023 – Br1,290 ($492.5, up 5.5% against 2022); in 2024 – Br1.360 ($519.11, up 5.4% against 2023); in 2025 – Br1,433 ($547.13, up 5.4% against 2024); in 2024 – Br1,360 ($519.11, up 5.4% against 2024).
