Belarus’ govt preps 4 drafts to implement crisis alleviation measures - Rumas

The government of Belarus is currently preparing four draft presidential ordinances to implement additional measures in support of the coronavirus-hit sectors of the Belarusian economy. </p> <p> </p> <p> Belarus Prime Minister Sergey Rumas made a statement to this effect on May 8, as reported by the government’s press service. </p> <p> </p> <p> The prime minister said: “The first package of measures (presidential ordinance #143 of Apr 24) the head of state has backed is not the last one. We will have to see how the situation develops. Today the government is working on about four presidential decrees, which will stipulate measures to support various branches of the national economy affected by the pandemic.” </p> <p> </p> <p> The premier discussed a draft presidential ordinance in support of the tourist industry with Chairwoman of the Board of the Republican Union of Tourist Organizations (RUTO) Oksana Bichun on May 8. Rumas says the draft ordinance provides for introducing a moratorium on the return of funds by travel companies until December 31, 2020 for sold and unused holiday trips by customers. </p> <p> </p> <p> First Deputy Prime Minister of Belarus Dmitry Krutoy said on April 26 that the government was working on additional anti-crisis packages with $ 2-2.5 billion in funding, including targeted support for small and medium businesses. The government hopes to raise funds for these purposes from international financial institutions, particularly the International Monetary Fund, the World Bank, the European Bank for Reconstruction and Development, the European Investment Bank, and the China Development Bank. </p> <p> </p> <p> As previously reported, President Lukashenko’s Ordinance No.143 of April 24, 2020 lists the economic activities that are most susceptible to the adverse effects of the epidemiological situation. </p> <p> </p> <p> The ordinance provides deferments and installment plans for repaying tax credits, reduces the period for refunding the difference between tax deductions and the total amount of value added tax. Individual entrepreneurs, who have to suspend their businesses, are given the opportunity to switch to other taxation regimes and recalculate the single tax. The ordinance introduces rent holidays and a moratorium on increases in the base lease rate the rental charges. Local regulatory and executive bodies may reduce property taxes. Legal entities and individual entrepreneurs (property owners) are recommended granting lessees rent payment deferments and reducing rent payment amounts depending on the latter’s revenues. The Ministers of Health and Trade and the head of the State Committee for Standardization are given the right to suspend stores and catering facilities for up to 90 days for committed violations.
