Belarus’ govt approves Comfortable Housing and Enabling Environment program for 2021-2025, Br18.467bn in funding
<p> MINSK, Feb 3 - PrimePress. The government of Belarus has approved the state program ‘Comfortable Housing and Enabling Environment for 2021-2025. The amount of financing stands at 18.467 billion Belarusian rubles ($7.023 billion at the rate of National Bank of Belarus). As much as Br2,656 billion ($1.01 billion) will be allocated to the program in 2021; Br3.589 billion ($1.365 billion) in 2022; Br4.031 billion ($1.533 billion) in 2023; Br4.335 billion ($1.648 billion) in 2024; Br3.855 billion ($1.466 billion) in 2025, as per government decree No.50 of January 28, 2021 posted on the National Legal Internet Portal on February 3, 2021. </p> <p> </p> <p> According to the decree, Br685.5 million ($260.715 million) will be provided from the national budget in 2021-2025; Br12.316 billion ($4.684 billion) from local budgets; Br435.6 million ($165.671 million) by the organizations involved; Br432.6 million ($164.53 million) by the Operator of Secondary Material Resources State Institution; Br1.418 billion ($539.307 million) from credits; Br506.5 million ($192.636 million) by investors; Br1.589 billion ($604.343 million) by private households; Br1.082 billion ($411.516 million) from external public loans. </p> <p> </p> <p> Of the total amount of funding of the state program, Br3.374 billion ($1.283 billion) will be allocated for sub-program 1 ‘Access to Services’; Br4.241 billion ($1.612 billion) for sub-program 2 ‘Public Works’; Br848.2 million ($322.595 million) for sub-program 3 ‘Efficient Heat Supply’; Br4.399 billion ($1.673 billion) for sub-program 4 ‘Housing Repairs’; Br2.682 billion ($1.02 billion) for sub-program 5 ‘Clean Water’; Br2.34 billion ($889.97 million) for sub-program 6 ‘Target 99’ (the target of bringing the collection and processing of secondary material resources to 99 percent); Br579.8 million ($220.514 million) for sub-program 7 ‘Electric Utility Industry Development and Gasification of Populated Localities.’ </p> <p> </p> <p> The program provides for a reduction in the cost of housing and utility services to households by 5% per year; provide 100% of households with high-quality drinking water by 2025 (95.8% in 2021; 93.2% of centralized water supply). The Minsk City Executive Committee is tasked to ensure 100% drinking water supply from underground sources by 2025 (60.4% in 2021-2024). </p> <p> </p> <p> The program also includes development of sewerage and electricity supply, repair of water supply networks, an increase in solid municipal waste utilization from 27% to 64% and collection of 970,000 tonnes of recyclable materials per year in 2021-2025. </p> <p> </p> <p> According to the decree, the Ministry of Housing and Utilities, the Ministry of Energy and the Ministry of Antimonopoly Regulation and Trade of Belarus act as customers of the program.
