Belarus’ Energy Ministry approves program to increase electricity consumption by households

The Energy Ministry of Belarus has approved a 2021-2025 program aimed at increasing electric energy consumption by households after the commissioning of the Belarusian nuclear power plant (Astravyets, Grodno Oblast). The program has been posted on the official website of the ministry. </p> <p> </p> <p> According to the program, electricity consumption for heating, hot water supply and cooking will increase by the end of 2025 to a total of 900 million kWh to compare with 12.88 million kWh in 2019 and 53.8 million kWh in January-October 2020 mainly by means of increased energy consumption by households accommodated in new electrified housing and in the existing housing facilities. </p> <p> </p> <p> The program includes the construction and reconstruction of electric grids and electrical substations of all voltage types, improvement of the legislative and regulatory framework, including the provision of opportunities to raise households’ funds for the reconstruction of power grids. </p> <p> </p> <p> Investments in the program are estimated at 3.610 billion Belarusian rubles ($1.419 billion at the exchange rate of the National Bank of Belarus). Belenergo State Production Association is expected to contribute Br1.673 billion ($657.936 million). Credit funds will total Br401.2 million ($157.778 million); treasury funds – Br1.535 billion ($603.665 million). </p> <p> </p> <p> As previously reported, government resolution No.582 of October 6, 2020 introduced a new wording of the multi-sectoral package of measures to increase electricity consumption by 2025 after the commissioning of the Belarusian nuclear power plant by 2.796 billion kWh per year. </p> <p> </p> <p> In 2019, electricity consumption in Belarus increased by 0.4% year on year to 37.9 billion kWh. After reaching the full capacity, two power units of the nuclear power plant will increase electricity generation by 18 billion kWh per year. </p> <p> </p> <p> Belarus’ first nuclear power plant in Ostrovets (a town in the Grodno Oblast also referred to as Astravyets) will have two units with a combined capacity of up to 2,400 megawatts. The AES-2006 Russian standard design of (generation 3+) was chosen for its construction. Rosatom’s division Atomstroyexport acts as the general contractor for the NPP construction. The Belarusian Nuclear Power Plant RUE is the project customer and the future operator of the NPP. The ceremony of the official launch of the NPP took place in early November 2020.
