Belarus changes price regulation procedure for construction materials from 1 Sep – govt resolution

Belarus will change the price regulation procedure for construction materials, goods and constructions starting 1 September 2021, according to resolution #73 of </p> <p> 30 July 2021 adopted by the Ministry of Architecture and Construction of Belarus. </p> <p> </p> <p> The document was published on the National Legal Internet Portal on 28 August. </p> <p> </p> <p> In particular the maximum profit margin to be included by producers into the prices of construction materials used for construction projects with full or partial budget financing will be limited by 20%, the marginal markup for imported construction materials - by 10% of the contract price. </p> <p> </p> <p> The resolution establishes a maximum profit margin used to determine the amount of profit to be included in the prices of construction materials, products, structures in the construction of facilities (except for the construction of highways, bridges and tunnels), funded in full or in part by the republican and (or) local budgets, as well as state extrabudgetary funds, external public loans and loans raised under guarantees of the government, regional executive committees and Minsk City Executive Committee - 20% of the planned cost of production excluding the costs of transporting them to the unloading point specified in the contract. </p> <p> </p> <p> For legal entities and individual entrepreneurs, performing the functions of the contractor and using these building materials for their own needs (except for construction by economic method), the profitability rate is set at 15% of the planned cost. </p> <p> </p> <p> According to the resolution, “selling prices of construction materials, products, structures, imported into the territory of Belarus and sold by legal entities and individual entrepreneurs, are determined based on the contract price, import costs (customs fees and duties, interest on loans (loans, guarantees), calculated until the payment for goods supplied by the buyer under the contract, other costs associated with the compliance with the legal requirements for the release of goods into free circulation), costs of the construction materials, products, structures and equipment – 10% of the contract price. </p> <p> </p> <p> The document also establishes the maximum marginal wholesale markup on the selling prices for construction materials, goods and constructions formed by legal entities and individual entrepreneurs in 10% regardless of the number of intermediaries involved. </p> <p> </p> <p> The regulation applies to 33 commodity items, including: lime, cement; wood and sheet materials; timber and lumber; roofing and waterproofing materials; thermal insulation materials, products and structures; finishing materials; sealing, sealing and insulating products; rolled metal and metal products (ropes, forgings, alloys, flexible bonds); reinforcement and embedded products for monolithic reinforced concrete structures (frames, meshes, embedded products), reinforcement billets, steel structures and steel ropes, steel fencing and built-in products and structures, window and balcony units, stained-glass windows, partition walls, door units, gates; Profile moulded strips; materials and products for ventilation systems; heating appliances, units and devices, heat exchangers; boilers and pumps; water firefighting materials; aerators, dirt separators, compensators, flexible connectors, drinking fountains; sanitary appliances, mixers, traps; control and accounting devices; gas cookers, cylinders, gas burners; reinforced concrete and concrete products; bricks, stones, blocks; aggregates; concrete and mortar mixes; asphalt mixes; cables, wires, cable couplings; cable support systems (trays, boxes, racks, shelves, hoses, etc. End </p>
