EEU technical regulations on trunk pipelines comes into force Jul 1, 2021

Technical regulations of Eurasian Economic Union (EEC: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia) on requirements to pipelines for transportation of liquid and gaseous hydrocarbons came into force on July 1, 2021, the Eurasian Economic Commission (EEC) reports. <br> <br> The regulations were adopted by the EEC Council on December 23, 2020. They establish binding requirements to main pipelines for transportation of liquid and gaseous hydrocarbons at the stages of design (including engineering surveys), construction (reconstruction), operation (acceptance and commissioning, conservation), utilization (liquidation), and the rules of assessment of their compliance. <br> <br> The main pipeline is defined as a production and technological complex consisting of interconnected facilities and structures designed for transportation of liquid or gaseous hydrocarbons. <br> <br> The regulations do not apply to the facilities put into operation before the new technical regulations took effect, and the facilities, the construction or reconstruction of which is carried out in accordance with the design documentation approved or sent for state expertise before the new technical regulations took effect; permission for construction or reconstruction of which was filed before the new technical regulations took effect. <br> <br> The mandatory requirements are based on the requirements of existing regulatory documents of the EEU member states, and the analysis of international technical regulation acts.<br> <br> EEC Board’s resolution No.39 of April 6, 2021 sets transitional provisions that prohibit since July 1, 2023 development, approval and state expert examination of design documentation on main pipeline facilities for transportation of liquid and gaseous hydrocarbons that does not meet the requirements of the technical regulations. Reissue of the design documentation that had been approved and passed the procedure of state expertise before the new technical regulations took effect is not required. End<br> <br>
