Transneft operations in Belarus depend on Moscow’s compensation to Belarus for tax manoeuvre losses - expert

The working conditions of Russian trunk pipeline operator Transneft in Belarus depend on the compensation to Belarus for the losses resulting from the tax manoeuvre in the Russian oil sector, reckons Igor Yushkov, an expert at the Financial University under the Government of the Russian Federation. </p> <p> </p> <p> Interviewed by Kommersant daily, Yushkov said he considers Transneft a ‘hostage’ in the dispute between Moscow and Minsk over compensations from the Russian oil tax manoeuvre. </p> <p> </p> <p> Yushkov emphasized the fact that Russian refineries had been compensated for losses from the tax manoeuvre in the form of reverse excise duty on oil, unlike Belarusian refineries. The situation may change if the countries synchronize their tax legislation. </p> <p> </p> <p> At the same time, Yushkov believes that if Transneft loses Zapad-Transnefteprodukt in Belarus, it will be able to send diesel fuel volumes for export through the ports of Leningrad Region and Novorossiysk. </p> <p> </p> <p> At the same time, he pointed out that Minsk was becoming increasingly dependent on Russia in the fuel and energy sector amid Western sanctions against Belarus.
