Public hearing to precede issue of license to operate 1st unit of Belarus’ NPP

Belarus will hold a public hearing before issuing a license to operate the first power unit of the Belarusian nuclear power plant (Astravyets District, Grodno Oblast), says Leonid Dedul, first deputy head of the Department of Nuclear and Radiation Safety of the Emergencies Ministry of Belarus (Gosatomnadzor). </p> <p> </p> <p> “A public hearing will be held before the Emergencies Ministry Board decide on whether to grant the operating license or not. As part of the public hearings information will be provided about what grounds we have for considering the possibility of granting the license to operate the first unit of the Belarusian nuclear power plant,” BelTA state newswire quotes Dedul as saying. </p> <p> </p> <p> He said an acceptance committee will be appointed to commission the first unit of the NPP, possibly in April-May 2021. Its composition is to be approved by the prime minister of Belarus. </p> <p> </p> <p> The committee will verify the readiness of the unit for safe operation, the quality of construction, installation, startup and commissioning works, compliance with design documents, codes and standards, nuclear, radiation, industrial, fire and environmental safety requirements, sanitary and epidemiological safety regulations, technical norms and standards, power engineering, gas supply and occupational health and safety regulations. Members of the acceptance commission will also have to check actual parameters of the installation against design documents. The committee will evaluate the quality and safety of materials, structures, products, etc. </p> <p> </p> <p> Belarus’ first nuclear power plant in Ostrovets (a town in the Grodno Oblast also referred to as Astravyets) will have two units with a combined capacity of up to 2,400 megawatts. The AES-2006 Russian standard design of (generation 3+) was chosen for its construction. Rosatom’s division Atomstroyexport acts as the general contractor for the NPP construction. The Belarusian Nuclear Power Plant RUE is the project customer and the future operator of the NPP. The ceremony of the official launch of the NPP took place in early November 2020. According to presidential decree No.447 of November 30, 2020, the first power unit of the NPP will be put into commercial operation in 2021, the second power unit – in the first half of 2022.
