Nuclear safety watchdog to issue licence for operating BelNPP Unit 1 in May

The Nuclear and Radiation Safety Department of the Belarusian Emergencies Ministry (Gosatomnadzor) in May 2021 is expected to consider the matter of granting the license to operate the first unit of the Belarusian nuclear power plant (BelNPP, Astravyets, Grodno Oblast), Gosatomnadzor First Vice CEO Leonid Dedul told reporters. </p> <p> </p> <p> The official said: “The commissioning of the nuclear power plant involves several stages, including the physical launch and the reactor power startup. The pilot commercial operation stage is in progress now and provides for over 250 tests. They are in the final phase now.” </p> <p> </p> <p> The correct operation of all the systems is being checked in the course of startup and commissioning procedures. To make sure the equipment operates within designed parameters was the key goal. “One can actually say that the parameters have been reached in all the tests. The results are being processed now. The reports will be forwarded to the regulating authority. Once the nuclear power plant operating company confirms they are ready for commercial operation, we will consider granting the license. We expect it will happen in May,” BelTA reports citing Dedul as saying. </p> <p> </p> <p> As previously reported, the licensing of activities in the field of atomic energy use has been singled out into a separate sphere of Belarus’ legislation. The decision is stated in President Lukashenko’s ordinance #137 of April 5, 2021. </p> <p> </p> <p> The document tightens the requirements for licensing of these activities. In particular, the ordinance introduces atomic energy use licensing into a separate area of legislation. The ordinance defines the measures to be taken by the government related to all aspects of licensing in the use of atomic energy and sources of ionizing radiation (license issuance, license amendments, license renewal, termination, etc.). </p> <p> </p> <p> The document also establishes a list of works and services that are part of activities in the field of atomic energy and sources of ionizing radiation. The document takes into account peculiarities of licensing of construction and commissioning of nuclear power facilities, including the Belarusian nuclear power plant. </p> <p> </p> <p> The functions of licensing control have been assigned to the supervisory body - Gosatomnadzor (previously, these functions were assigned to the Emergencies Ministry).
