Naftan must finalize start-up operations at delayed coking plant by year end – premier
<p> MINSK, Oct 8 - PrimePress. Naftan (Novopolotsk, Vitebsk Oblast) is supposed to complete startup and commissioning operations at the delayed coking plant by the end of the year, Prime Minister of Belarus Roman Golovchenko told reporters after visiting the enterprise on 8 October. </p> <p> </p> <p> The construction of a slow coking facility with a capacity of 1.6m tonnes per year is Naftan’s major upgrade project with a total investment of $1.6bn. As a result of the upgrade, Naftan will be able to process up to 12m tonnes of oil per year, the oil conversion ratio will increase to 90%, and the yield of light oil products will be at least 70%. Initially, they had planned to complete construction and installation operations in Nov 2019 and reach the rated capacity by mid-2020. Now the launch has been postponed till 2021. The slow coking plant includes 19 facilities: 8 were commissioned in 2020 and another 2 in early 2021. </p> <p> </p> <p> As previously reported, on 28 September 2021, during the start-up of one of the installations of the slow coking plant, a leak of diesel fuel occurred with a subsequent fire. The fire extinguishing operation involved 15 units of equipment and 58 employees of the Ministry of Emergency Situations. </p> <p> </p> <p> “The fire caused certain damage. An investigation is in progress to find out what technical malfunction caused the fire: an error during the design stage or incorrect actions during construction and installation. It is now necessary to assess the full damage. It is not that large. We've discussed it with the company's management today. The survey will be completed soon,” Golovchenko said. </p> <p> </p> <p> In his words, the incident was fundamentally evaluated, this is why the time Naftan's new plant needs in order to reach the designed output capacity has to be reduced. “The president wants the work to be finished by the end of the year. The instruction still stands. Naturally it is necessary to observe all the safety rules and technological requirements. Contractors are working at the site now calculating the time they will need. It is necessary to finish startup and commissioning by the end of this year,” said Golovchenko. </p> <p> </p> <p> Launched in 1963, Naftan is Belarus’ largest refinery and one of the largest in Europe. In 2008, Naftan incorporated another Belarusian refinery Polimir. 99.83% of the company belongs to the state. Naftan is capable of producing about 400,000 tonnes of diesel fuel per year. Naftan produces euro-4 and euro-5 diesel fuel, petrol and lubricants, which are exported to the EU, the Middle East and the United States. End </p>
