Minimum tariffs for pumping oil products via Gomeltransneft Druzhba pipeline to be cut by 20%

The marginal minimum tariffs for transporting oil products via the Gomeltransneft Druzhba pipeline system will be lowered by 20%, while the marginal maximum tariffs will remain at the previously fixed level, in accordance with the Ministry of Antimonopoly Regulation and Trade’s (MART) resolution #27 of April 15, 2021, published on the National Legal Internet Portal on April 29. </p> <p> </p> <p> According to the MART resolution, the minimum tariff for transportation of oil products through the Gomeltransneft Druzhba trunk pipeline in Belarus in the direction Polotsk-Krulevschizna will be Br10.77 ($4.2 at the rate of the National Bank of Belarus) per 1 tonne, maximum - Br13.46 ($5.25, $1/Br2.5633), in the direction Polotsk-Fanipol, respectively - Br15.9 ($6.2) per 1 tonne and Br19.87 ($7.75) per 1 tonne. </p> <p> </p> <p> After the document enters into force, Gomeltransneft Druzhba will be able to set tariffs for their services within the established bracket on its own. The MART commentary notes that this will contribute to a more flexible pricing policy and enable Gomeltransneft Druzhba to offer discounts, thereby increasing the volume of transportation of oil products. </p> <p> </p> <p> As previously reported, in January 2019, Belarus put into operation the first trunk oil product pipeline Novopolotsk (Vitebsk Oblast) - Fanipol (Minsk Oblast) with a total length of 292 km and a capacity of about 1.5 million tons of oil products per year. It allows diesel fuel and gasoline to be delivered by pipeline from the Naftan refinery (Novopolotsk, Vitebsk Oblast) to Belorusneft’s oil product storage depots in Krulevschizna (Vitebsk Oblast) and in Fanipol. </p> <p> </p> <p> The project was implemented by Polotsktransneft Druzhba. In October 2019, Polotsktransneft Druzhba, operator of the northern branch of the Druzhba oil pipeline, was merged with Gomeltransneft Druzhba, operator of the southern branch of the Druzhba oil pipeline, in order to diversify oil supplies to Belarus in the future. </p> <p> </p> <p> Gomeltransneft Druzhba is the operator of the Druzhba trunk oil pipeline, The operator facilitates transits supplies of Russian and Kazakh oil through Belarus to Poland, Germany, Ukraine, Hungary, Slovakia, and the Czech Republic, as well as crude supplies to the Mozyr Oil Refinery (Gomel Oblast). Pipelines of the Novopolotsk branch deliver Russian oil only to Naftan. There has been no oil transit to the Baltic states since 2006.
