MINSK, Jul 28 - PrimePress. Starting 1 May 1 2022, the Eurasian Economic Union (EEU) plans to introduce a simplified customs declaration system for exported goods worth up to €1,000. Now the maximum value of goods to be declared as express cargo is €200. This is stipulated by a draft resolution of the Board of the Eurasian Economic Commission (EEC), the ‘Eurasia. Expert’ portal reports.
The EEC expects that this decision may have a positive impact on the speed of customs operations for express cargo and, consequently, on the development of the industry as a whole. The new rules are expected to take effect immediately after approval for exported goods and after a transitional period from 1 May 2022 for goods moved into the EEU domestic market.
Now EEU member states have the right to independently raise the ceiling on value of goods moved under a single individual consignment note for domestic consumption, export, re-export or re-import and subject to the goods declaration procedure for express cargoes (EHU – express handling unit) to €1,000.
The EEC proposes to increase the threshold for using the EHU procedure for goods with a total customs value per individual consignment note to the equivalent of €1,000 by “defining such a threshold directly in the act constituting the law of the union”.
The EEC also plans to allow individuals to use the EHU procedure. Currently, only individual entrepreneurs have this possibility. “This prevents individuals from placing goods under customs procedures, including the customs export procedure,” the EEC said. End
