EEC proposes making alcohol, cigarettes subject to customs transit procedure in addition to export procedure

The Eurasian Economic Commission (EEC) proposes making alcohol and tobacco products (EEU FEACN codes 2208 and 2402) subject to the customs transit procedure in addition to the customs export procedure. This is stipulated by a draft decision of the EEC published on its website for public discussion, which will last until March 11, 2021. </p> <p> </p> <p> Pursuant to the draft decision business entities should place exported tobacco and alcohol products under dual customs procedures by submitting to the customs authority not only goods declaration but also a transit declaration. </p> <p> </p> <p> The obligation to place exported tobacco and alcohol products under the customs transit procedure will ensure accounting and control over the process of transportation of these goods to places of departure from the customs territory of the Eurasian Economic Union (EEU). </p> <p> </p> <p> The document is designed to thwart criminal schemes, minimize the risk of violations of customs laws, and reduce economic losses for the EEU member states, the information to the draft document reads. It explains that, according to the Russian Federation, there are cases when tobacco and alcohol products are placed in EEU member states under the customs export procedure but are not actually exported from the EEU customs territory due to their substitution for other goods in transit to departure points.
