EEC proposes amendments to EEU Customs Code in light of agreement on navigation seals

The Eurasian Economic Commission (EEC) proposes amending the Customs Code of the Eurasian Economic Union (EEU: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia) in connection with the agreement on the use of navigation seals in the EEU to track shipments. The discussion of the topic was chaired by EEC Minister for Customs Cooperation Maksat Mamytkanov, the press service of the commission reported. </p> <p> </p> <p> “The agreement, in particular, does not allow customs escort to be applied simultaneously with the use of navigation seals, except in certain cases. At the same time, under the EEU Customs Code, customs escort does not depend on the presence or absence of navigation seals on the cargo compartments of vehicles. Accordingly, without appropriate amendments to the Customs Code, a legal conflict arises,” the report says. </p> <p> </p> <p> “While the agreement is pending ratification in parliaments, we need to think through and agree on amendments to the EEU Customs Code to create conditions for the optimal operation of the agreement, excluding possible legal conflicts,” Mamytkanov said. </p> <p> </p> <p> The heads of EEU member states on 10 Dec 2021 approved the agreement on the use of navigation seals in the EEU. The agreement on the use of navigation seals will form a system for tracking the transportation of goods, which will minimise controls at the internal borders of the EEU, increase the transit appeal of EEU members, and ensure the traceability of goods and their legal turnover within the EEU. They plan to use the seals to track cargos shipped by road and by rail. End </p>
