EEC plans to remove 12 obstacles from EEU market in 2021-2022

The Eurasian Economic Union (EEU) plans to remove 12 obstacles on the internal market of the Eurasian Economic Union (EEU) in 2021-2022, according to Assistant Minister of the Eurasian Economic Commission (EEC) for Internal Markets, Information, Information and Communication Technologies David Yesayan. </p> <p> </p> <p> All barriers on the EEU markets fall into three categories - barriers, restrictions and exemptions. Barriers are those obstacles that arise because an EEU member state violates the norms of the Eurasian Union law. Restrictions are those obstacles that arise due to gaps in regulation at the EEU level (and in this case the norms of national legislation, which may be different in different countries, continue to work), or when there is a conflict between the norms in the EEU law itself. Exceptions include obstacles that arise due to statutory exemptions, where a state, when signing the EEU Treaty, has provided for the possibility of exemptions in relation to certain goods. At the end of December 2020, there were 59 obstacles to trade between EEU countries: 11 barriers, 35 restrictions and 13 exemptions. </p> <p> </p> <p> According to Yesayan, a policy document with a summary of obstacles existing today in the EEU - the so-called White Book - was adopted, which defines obstacles in the Eurasian market, their nature, and a classification was made. On the basis of this document, a register of obstacles has been formed. The most important exemptions and restrictions are listed in roadmaps. They are now being worked on by the Department for the Functioning of the Internal Market of the EEC together with the EEU countries. </p> <p> </p> <p> The Department is working to remove barriers through a mechanism for notifying countries of the need to comply with their commitments under the common market, by improving EEU law, including through the development and adoption of specific international agreements. Removing exemptions in turn requires changes to EEU law and adjustments to national legislation. </p> <p> </p> <p> In 2020, 12 barriers and three obstacles with signs of barriers were removed in the EEU internal market, and two more barriers will be removed in 2021, Yesayan said. Two exemptions in the area of industrial subsidies have been eliminated as they expired in 2020. These are measures concerning investment agreements on industrial assembly in Belarus and Kazakhstan. </p> <p> </p> <p> In addition, one of the most systemic restrictions was removed. It is about ensuring the possibility of transit of goods, when products from third countries of one of the EEU countries are banned from entering its territory to protect national interests, Yesayan said.
