Belarus sets 2022 utility tariffs for households – ordinance
<p> MINSK, Dec 24 - PrimePress. Presidential ordinance #507 of 23 Dec 2021 has set permitted maximum tariffs for housing and utility tariffs for private households in 2022. The legal act was published on the National Legal Internet Portal on December 24. </p> <p> </p> <p> The ordinance determines the permitted maximum tariffs for utilities and housing services for private households in 2022; tariffs for electricity consumed for lighting of ancillary premises and operation of equipment in apartment blocks; and the permitted maximum tariffs for housing and utility services, which ensure full recovery of economically justified costs of their provision, for private households in 2022. </p> <p> </p> <p> “Tariffs will be raised in two stages: from January 1 - by Br11.1 ($4.4 at the rate of the National Bank of Belarus) for housing and utility services, except for heating, and from June 1 - by Br3.04 ($1.2, $1=Br2.5149) for heat and electricity, natural and liquefied gas for heating. Against the background of rising utility bills, the government will continue supporting private households by providing cashless housing subsidies. Such subsidies are granted to individuals and families if the monthly amount of utility bills exceeds 20% of their average monthly gross income in urban areas and 15% in rural areas,” reads the commentary provided by the presidential press office. </p> <p> </p> <p> The Ministry of Antimonopoly Regulation and Trade of Belarus (MART) informs that from 1 January 2022, the tariffs for electricity supply will increase by 10.9%; gas supply - by 11.9%; water supply - by 14.2%; sewage - by 15.2%; capital repairs - by 8.8%; maintenance - by 12.9%; lift maintenance - by 9.9%; common property management - by 7.3%; solid waste management - by 13.5%. From June 1, the heating tariff will be increased by 8.8%. </p> <p> </p> <p> In addition, in order to simplify the administration of natural gas settlements with private households, a single price for natural gas (without differentiation for winter/summer periods) used in premises with individual gas heaters and individual gas meters installed will be set from 1 June 2022. </p> <p> </p> <p> The average price of natural gas will be Br0.1977 ($0.08) per 1 m3. "The price of natural gas in the summer period (from 1 June 2022) will decrease by Br0.344 per 1 m3 (from Br0.5417 ($0.22) to Br0.1977 per 1 m3), and in the heating period - increase by Br0.0483 per 1 m3 (from Br0.1494 ($0.06) to Br0.1977 per 1 m3). </p> <p> </p> <p> The tariff for solid municipal waste management in residential buildings with refuse chutes is set for the whole year and will amount to Br11.1777 (4.44 USD) per 1 cubic metre, in apartment blocks without refuse chutes - Br10.1853 (4.05 USD) per 1 cubic metre. </p> <p> </p> <p> The tariff for lift maintenance is also set for the whole year and will amount to Br 0.0642 ($ 0.025) per 1 cubic meter. </p> <p> </p> <p> The tariff for joint property management is set for the period from 1 June to 31 December 2021 and equals Br0.0177 ($0.007) per sq. m. </p> <p> </p> <p> The tariff for natural gas used in premises with individual gas heaters and individual gas meters in the heating period from January 1 to May 31 inclusive is set at Br0.1494 ($0.059), from 1 June to 31 December - Br0.1977 ($0.079); in summer and in the absence of individual gas heaters - Br0.5417 ($0.21) per 1 cubic metre. </p> <p> </p> <p> The tariff for natural gas used in premises without individual gas meters will be: with a gas cooker and centralised hot water supply - Br4.33 ($1.72) per resident per month; with a gas cooker and individual gas water heater - Br12.46 ($4.96); with only a gas cooker - Br7.04 ($2.8) per resident per month. </p> <p> </p> <p> The tariff for natural gas used in premises with individual gas meters will be: from 1 January to 31 May during the heating period - Br0.6312 ($0.25) per sq m of living space, from 1 June to 31 December - Br0.6872 ($0.27); during the summer period from 1 January to 31 May - Br0.2367 ($0.09), from 1 June to 31 December - Br0.2577 ($0.1) respectively per sq m of living space per month. </p> <p> </p> <p> From 1 January 2022, the permitted maximum tariff for water supply will be Br1.3499 ($0.54) per 1 cubic meter, for sewage - Br1.1324 ($0.45) per 1 cubic meter, for maintenance - Br0.15 ($0.06) per 1 square metre. </p> <p> </p> <p> The tariff ensuring full cost recovery of solid municipal waste management in residential buildings with refuse chutes will amount to Br12.5669 ($5) per 1 cubic meter from 1 January to 31 December 2022, in buildings without refuse chutes - Br11.702 ($4.65). The lift maintenance tariff will be Br0.0737 ($0.029) per 1 sq.m. from January 1. </p> <p> </p> <p> The permitted maximum tariff for natural gas used in premises with installed individual gas meters will be Br0.5688 ($0.226) per 1 cubic metre. Tariff for natural gas used in premises without individual gas meters will be set on 1 January 2022: with a gas cooker and centralised hot water supply - Br4.55 ($1.81) per resident per month; with a gas cooker and an individual gas water heater - Br13.08 ($5.2); with only a gas cooker - Br7.39 ($2.94) per resident per month; with individual gas heaters - Br4.55 ($1.81) per sq m of living space.
