Belarus reports Br498.1m budget deficit in Jan-Jul 2021

Belarus’ Finance Ministry posted a republican budget deficit of Br498.1 billion (Br) (U.S. $198.69 million at the official rate of the National Bank of Belarus) in Jan-Jul 2021, or 0.52% of the country’s GDP in January-July 2021. </p> <p> </p> <p> The republican budget indicates spending and revenues of the central administration, whereas the consolidated budget also includes local budgets. </p> <p> </p> <p> Republican budget revenues totalled Br15.889 billion ($6.338 billion), or 66.4% of the annual target for 2021; expenditures – Br16.387bn ($6.537bn), or 54.7% of the annual target. </p> <p> </p> <p> Revenues of the state administration budget (republican budget, local budgets and Welfare Ministry’s Social Security Fund (SSF), and other extra-budgetary funds – editor’s note) totalled Br35.337 billion in Jan-Jul 2021 ($14.096 billion, 64.3% of the annual plan); expenditures – Br34.205 billion ($13.644 billion, 48.2%), surplus – Br1.132bn ($451.55 million), or 1.19% of GDP in Jan-Jul 2021. </p> <p> </p> <p> Revenues from the value-added tax amounted to Br8.943 billion ($3.567 billion, 64.1% of the year target), from the profit tax – Br2.903 billion ($1.158 billion, 85.3%), excises – Br1.996 billion ($796.2 million, 60.6%), from foreign economic activities – Br2.842 billion ($1.134 billion, 70.5% of the annual target). </p> <p> </p> <p> Revenues of the Labour and Welfare Ministry’s Social Security Fund in Jan-Jul 2021 stood at Br11.07 billion ($4.416 billion, 57.9%), expenditures – Br10.846bn ($4.327bn, 57.7%), surplus – Br224 million ($60.55m). </p> <p> </p> <p> Tax arrears stood at Br231.6 million ($89.35m) as of Aug 1, 2021. </p> <p> </p> <p> As previously reported, the republican budget deficit in 2020 totalled Br1.859 billion ($741.55m), 1.3% of GDP.
