Belarus reports Br320m budget surplus in Jan-Oct 2021

Belarus’ Finance Ministry posted a republican budget surplus of Br320 million ($125.25 million at the official rate of the National Bank of Belarus) in Jan-Oct 2021, or 0.2% of the country’s GDP in January-September 2021. </p> <p> </p> <p> The republican budget indicates spending and revenues of the central administration, whereas the consolidated budget also includes local budgets. </p> <p> </p> <p> Republican budget revenues totalled Br23.194 billion ($9.078 billion), or 95.8% of the annual target for 2021; expenditures – Br22.874bn ($8.953bn), or 75.2% of the annual target. </p> <p> </p> <p> Revenues of the state administration budget (republican budget, local budgets and Welfare Ministry’s Social Security Fund (SSF), and other extra-budgetary funds – editor’s note) totalled Br54.007 billion in Jan-Oct 2021 ($21.138 billion, 90.7% of the annual plan); expenditures – Br51.459 billion ($20.141 billion, 78.4%), surplus – Br2.548bn ($997.26 million), or 1.8% of GDP in Jan-Oct 2021. </p> <p> </p> <p> Revenues from the value-added tax amounted to Br12.95 billion ($5.069 billion, 91.2% of the year target), from the profit tax – Br4.211 billion ($1.648 billion, 117.2%), excises – Br2.95 billion ($1.155 million, 85.2%), from foreign economic activities – Br4.077 billion ($1.6 billion, 100.9% of the annual target). </p> <p> </p> <p> Revenues of the Labour and Welfare Ministry’s Social Security Fund in Jan-Oct 2021 stood at Br15.958 billion ($6.246 billion, 83.5%), expenditures – Br15.671bn ($6.134bn, 83.4%), surplus – Br287 million ($112.33m). </p> <p> </p> <p> Tax arrears stood at Br257.7 million ($100.86m) as of Nov 1, 2021. </p> <p> </p> <p> As previously reported, the republican budget deficit in 2020 totalled Br1.859 billion ($741.55m), 1.3% of GDP. Republican budget revenues totalled Br23.194 billion ($9.078 billion), or 95.8% of the annual target for 2021; expenditures – Br22.874bn ($8.953bn), or 75.2% of the annual target.
